On this basis, following the principle of cultivating applied and compound talents, combining advanced experience in the aspect of talent cultivating mode home and abroad, it dissects the existing problems and their causes of numerical control skilled personnel cultivating in Tianjin Sino-German Vocational Technical College. Compared with this major of similar institutions, this paper analyzes and summarizes the college's strengths, weaknesses, opportunities and threats by using the "SWOT" analysis of the strategic management for reference, also it helps the strategic positioning of talent cultivating of numerical control technology major in the college as above and designs a "one two three four" mode, including a comparatively complete "study, labor, certificate, contest" cultivating system, includes college education, college-enterprise cooperation mode, obtaining diploma and qualification certificate and competing in activities. Curriculum system of type II talent, focused on cultivating "applied" professionals with "compound" knowledge structure. Three stage practice platform, includes internship training base, college-based enterprise and off-campus training base.
