The《CPC Central Committee and State Council on Deepening the Reform of the decision to promote quality education》pointed that:School of Physical Education should implement the guiding ideology as "Health First" and effectively improve the physical fitness of students. China's national primary and secondary PE is an important part of physical education; it should not be ignored by PE educators because the education quality and level of it will directly affect the future overall physical quantity for the whole Chinese people. Therefore, by studying the current primary and secondary school PE curriculum reform, there will be an important significance for the achievement on the strategic objectives of the proposed basic education, in the meanwhile, for the reinforcement & improvement on the primary and secondary school sports.By now, the new course "standard" has been implemented for ten years. In the paper, we paid attention to the current situation of implementation about the new "standard", came to understand the specific circumstances on the implement of the "Physical Education and Health Curriculum Standards" in the schools in various districts and counties of Xian yang City. After that, we discovered the problems and difficulties facing up in the process of the implement, and found out the corresponding countermeasures. In my opinion, it may not only contribute to the reform of PE in Xian Yang City, but also may provide a theoretical referee for the implement measures of "Sports and Health Program" that in line with the characteristics of physical education in the city.Xian yang, as an important city of Shaanxi Province, is located in the Center of Guan Zhong area. And at the same time Shaanxi Province has a strong power in scientific and basic education. Under this condition Xian yang has a long traditions and strong regional characteristics. However, due to many factors there are still some issues to be addressed on physical education curriculum reform in primary and secondary schools in this region.In this paper, we took the front-line primary and secondary physical education teachers, school administrative leadership, the reform education experts in this field, mainly used research method as literature, questionnaire surveys, field interviews, and mathematical statistics. After analyzing the status quo and researching the strategy of the Sports Curriculum reform in Xian yang City, Shaanxi Province Schools, we drawled preliminary conclusions as following:1. Primary & Secondary schools in Xian Yang City have been carried on the new curriculum standards, and teaching philosophy of it has been accepted by the most teachers, but parts of the teachers not fully understand the guiding ideology, as they always use the traditional method to solve problems that meet in the new curriculum. 2.Founds used in Physical training can't meet the need for it in the Xian yang City, shortage of sports equipment& facilities have a serious affection on the implement of the new curriculum reform.3.PE teachers in Xian Yang City are good, academic qualifications and title structure is reasonable, generally in line with the requirements of physical education, but there's a serious shortage of teachers'innovation and research capacity, etc. There are little published papers. Within the 254 PE teachers in survey,25.9% of them have never had a published article. PE teachers' Scientific Research will affect the smooth conduct of health of the curriculum reform. Therefore, there's a need to improve the qualifications of teachers, improve teacher professional theoretical level, establish quality education, gain education, skills, and enhance their awareness of active learning.4.Xianyang Teachers gender structure, age structure is basically reasonable, but there's a phenomenon that too many young teachers and too many part-time PE teachers are here, so it calls for further expanding the number and wealth of experience PE teachers, enhancing job Training.5.Xianyang City, New Curriculum Physical Education teachers in training and education of the situation is not ideal, primary and secondary school PE teachers should focus on is the improvement of professionalism. In addition of knowledge updating educational ideas should be the purpose of training. Xian yang City School Teachers participate in training with the apparent motive of personal utility. PE teachers should be strengthened to improve their quality and ability,improve their innovative spirit and practical ability, to lay a good foundation for the implementation of quality education.6.Compared with the traditional one, the new. curriculum reform, teaching content, organizational forms, and curriculum evaluation method has changed greatly, more positive and colorful, however, Physical Education to implement conditions were not ideal, it influences on students'recognize of new courses, in fact that many Students feel it does not matter whether the Curriculum reforms or not.7.Xianyang city PE teachers for students to attend the course evaluation methods have undergone great changes, PE teachers on student achievement is more comprehensive evaluation of content, can objectively evaluate students, this basically makes the new curriculum standards achieve diversity assessment. Although most of the PE teachers have supportive attitude on new curriculum evaluation system, there are still some practical implementation difficulties.8.There's obvious gaps between urban and rural areas Xian yang City, and towns in the research project are basically better than rural primary and secondary schools, especially in the sports facilities with equipment, PE teachers group (more part-time teachers in rural areas), and the physical education teacher's class training.
