The ultimate goal of distance online learning is to make learning more effective. The way to obtain effective learning outcomes is to implement effective online instructing interaction. However, not all the interactions of web-based distance education are meaningful and valuable. Some are inefficient or ineffective, or even negative effective. Therefore, only effective instructing interaction can help learner learn better and construct the correct meaning of learning content, which will be beneficial to improve the quality of distance education as well as highlight its efficiency and vitality. In general, effective interaction is the key of enhancing the quality of distance learning. On the basis of interactive theories and principles, by using literature research methodology, the paper tries to analyze the essence and connotation of interaction as well as discuss its definition, scope, characteristics, status and function, to present the concept of effective interaction. It also applies systematic methodology to simplify the distance online learning into a number of elements and analyze the relationship between each element via Interpretative Structural Modeling(ISM) method, and then presents the law and process of distance online learning. Based on the previous studies, the paper gives further complement and development on the distance learning interaction model to establish distance online education interaction system model.In distance education, we have to focus on whether interaction can promote learning -- whether it is effective, as well as pay attention to the occurrence of interaction. Therefore, based on the distance online education interaction system model, the paper attempts to construct effective interaction theory model and make reliability analysis in distance online education by applying systematic methodology, feedback control theory, and probability. In the process of constructing model, it tries to make qualitative description quantitative and make the model consistent with the practical needs of distance education.Finally, the paper takes the project"Distance Training of Educational Technology Ability in Primary and Secondary Teachers in Yunnan Province "as an example to conduct experimental research to obtain data by quantitative analysis. It is expected to enhance the ability to solve practical problems on the application level.In the course of the study, there are just a few reference literatures. We have not seen any study on effective interaction in distance online learning. Therefore, integrated with previous studies, this paper first proposes the concept of the effective interaction and establishes a theoretical model, which will enrich and develop the distance online education, enhance its quality, and play a positive role in constructing distance education system.
