With the gradual development of social market economy and the deepening of reform and opening up, it makes great and profound impact on national economy, social life and people's ideas. The concepts of the educational field are updating and educational reform is speeding up gradually. Liberal outlook on social values imposes serious challenges on university teachers. University teachers'concept of occupation morality and professional ethics extremely lags behind the morality construction of university teachers. However, the signification and characteristics of university teachers'morality determine that the morality of university teachers should be at a higher level than social morality. Therefore, under market economy, university teachers' morality construction remains to be reinforced. Currently strengthening morality construction of university teachers is significant, it is a matter of university teachers'all-around quality, and it is related to the growth of university students, it is related to the development of higher education, society harmony and progress as well.Based on certain analysis, it is found out that, under the market economy, generally our national university teachers' professional ethics is fine, but because of inadequate moral rules of university teachers, the morality construction of university teachers should be improved. The phenomenon of morality decline has been spreading. There are quite a few problems with many university teachers'morality construction, such as devoting love to their profession and students, imparting knowledge and educating students, being a model for others, doing rigorous scholarship researching, being uncorrupted teachers, etc. Then, the reasons for these problems are also considered to be very complicated. Generally speaking, there are three main reasons: firstly, some negative effects brought about to our universities by the reforms and development in the field of our society, political system, economy, culture, and education of market economy seep in the universities. Secondly, the university teachers'quality lag behind the general social morality although the university teachers'moral level should have led that of the general social morality Thirdly, management of higher education and system of university morality construction are not perfect, which mainly shows itself in the following aspects, the system of morality evaluation being difficult to put into action, ethics and legal education being not perfect, the system of supervision and evaluation being misplaced, incentive mechanism of morality of university teachers being not perfect.For these above–mentioned reasons, this passage proposes to curb the spread of morality decline of university teachers and to strengthen the morality construction. Therefore, the following measures should be taken, first of all, the awareness of respecting for teachers and teaching course, harmonious campus culture among university teachers need to be enhanced. Secondly, the teachers'images needs to be improved, and the training for teachers'professional ethics should be strengthened, teachers'professional quality should be improved, the teachers'love of students should be developed, and the psychological guidance of teachers for students should be strengthened as well. It will further enhance the level of professional ethics of teachers. Lastly, a standard scientific system of teachers'morality needs to be built, a standard mechanism for checking and supervision should be established, a system for reasonable resources allocation should be constructed, eventually a stable and effective management system for university teachers needs to be built up.
