This paper discusses the early stages between 1912 and 1916 of the basic situation of the ministry of education. Through the investigation of the early establishment, the reform of the central and local education administrative institutions, as well as the leadership positions, the laws enacted regulations and policies, to explore the influence of the modern education reform of modern political reform and provides beneficial enlightenment and reference.The paper has five chapters.The first chapter of the introduction section shows its origin and current research topic, and analysis of the early studies deficiency, this paper discusses the value and innovative points.The second chapter analyses the basic situation of Early education from two points:the central and local ministry administrative institution reform of education and education fund raising.The third chapter basically analyses of the ministry of education in 1912-1916 the management office of the ministry of education, do qualitative and quantitative analysis toward the leadership in order to show the overall situation of office workers.The fourth chapter discusses the influence of China ministry of education, towards primary education, higher education and secondary education Normal education and vocational education from the macroscopic AngleThe fifth chapter studies the development and change of secondary education,by analyses curriculum, teacher training, and administrative management, performance analysis, four levels of secondary education development revealing early education development in modern Chinese school from the microscopic viewEarly education career although in general got great development, but far more to prosperity. What reason Hindering the development of education? the author discussed her own viewpoints In the section。Firstly, the serious instability in ministry of education leadership; Secondly, the education quality management and cognitive situation is serious postponed the new education process; Finally, having profound traditional culture,China cannot get rid of traditional culture in short time, it is early education undertakings irresistible factors.
