The evaluation index system is designed to develop standards and criteria for college ideological and political educational evaluation and provide logical premise for carrying out evaluation activities, and then provide the scientific basis for the college ideological and political education reform and innovation, and promote the scientific development of college Ideological and political education. Therefore, building a College Ideological and Political Educational Evaluation Index System which meets the requirements of the times and follows the law of education and easy-to-specific operations and reflects Party and our country demands is of great significance and urgent needs. So that could the evaluation activities be effectively for lessons learned, promote the improvement of work , set goals, Realize the effect of scientific development.The research and construction of Ideological and Political Education Evaluation System is a system project which needs to research in theory and explore in practice. This paper bases on the construction of the ideological and political education evaluation index system and takes it as the logic starting point, establishing that taking Marx's theory of the overall development as the evaluation-oriented basis , effectiveness of ideological and political education as the basis for construction of evaluation index system and the target of ideological and political education as the basis for development of evaluation criteria ,which lay the theoretical foundation for solving problems. On the basis of the scientific understanding of the content of the ideological and political education evaluation, this paper breaks through the dilemma on defining the scope of ideological and political education evaluation, and regards ideological and political education dominants and educatees, process and paths, conditions and environment and the overall effect as evaluation content, which provide a logical premise for building evaluation index system.This paper expounds and proves the principles such as completeness, clarity, times, operational and so on which should be complied when we construct the Ideological and Political Education Evaluation System after researching the situations about the development history and evaluation system of the ideological and political education evaluation system. And expounds the design methodology should be applied in the Ideological and Political Education Evaluation Index System, such as summed index, the Weights and the right to set standards for the preparation of evaluation, demonstration and testing, and pre-test and the revised design. In following these principles and approach, this paper established the evaluation index system from a practical design aspects which involves the construction of the elements of ideological and political education, the educational process, educational effect, Education Features 4 level indicators, 19 secondary indicators, 61 observation points and using analytic hierarchy process to establish a set of weights and the right after consultation with experts. When using traditional evaluation methods, this paper focus on the evaluation methods of online questionnaires and satisfaction survey by application of information network proposed means, which effectively broadens the collection channels of evaluation information, provides more realistic objective basis on the evaluation of ideological and political education, and increases the objectivity and effectiveness. At the same time, in order to serve the implementation of the evaluation better, this article also describes that the evaluation program should comply with related principles: the combination of comprehensive evaluation and key evaluation, the combination of quantitative analysis and qualitative analysis, the combination of static evaluation and dynamic evaluation and the combination of evaluation and work proposal. Under the guidance of these principles, this paper establishes the programs of ideological and political education evaluation and specific implementation measures, which provide reliable protection and practical response for the smooth implementation of the evaluation of ideological and political education. |
