With the rapid development of higher vocational education, the teaching scale of many higher vocational colleges grows so fast that the previous administration system can't meet the demands of the development. The college and department two-layer administration system of the higher vocational college should be established or bettered to set up the upgrade administration organization, improve the training mode, strengthen the department self-development ability and actively meet the fierce competition of higher education.The two-layer administration system means:based on the two-layer administration system, entrust the department some responsibilities, including the human rights, the financial authority and the decentralization of property rights. Then the department becomes to be the main management that it can have enough power and interests to make it vibrant and relatively independent. According to this mode, the departments have the right to manage their own affairs, to promote the integration and development, to active the grass-roots educational vitality, then to improve the quality and efficiency of education.This thesis aims at the above situation,'sets out from the basic concepts, combines the existing problems of the present two-layer administration system to analyze the causes of the above problems and give a solution to these problems on the basis of the possibility and necessity of the higher vocational college's two-layer administration system in China. Based on both of the theory and practice, to analyze the necessity and feasibility of carrying out the two-layer administration system in the higher vocational colleges.Chapter four, discusses the problems existing in the two-level management and their causes.
