A normal flow of teachers is a common phonemonen of talent mobility and also an internal driving force for the development of education in the region. However,due to imperfect legal system of talent moblity, the flow of teachers takes on more often as an disorder and irrational one-way flow,that is from rural schools to suburban schools,from suburban schools to model schools, from model schools to metropolitan schools which is called"the three types of flow"in this paper. The writer focuses on studying the features of"the three types of flow"in a outer suburb in the past five years through in-depth analysis and finds that the teachers who belong to"the three types of flow"are mostly young teachers under 35 years old and teach Chinese,math and English. The one-way flow causes many problems,such as the number of the teachers in urban schools,model schools is much bigger than what they need,while rural shools badly need teachers; the flow direction of teachers is devaiting; the number of rural school teachers is very unstable and lots of good teachers are leaving rural schools; all of which seriously restrict improving the quality of rural school education and further widen the gap between urban and rural education. It is obviously contrary to education fairness and is not conducive to balanced development of education.Also in the paper, the writer summarizes five reasons that cause rural teachers to leave their shools through the research on some teachers in model schools ,urban schools and rural schools. The writer has a comprehensive analysis of these five aspects which include concept of related persons, income of teachers, education administration, campus enviornment and the quality of teachers and proposes three solutions to"the three types of flow"problem: Firstly, the local government should change its role from a manager to a service provider to enhance the level of public schooling service. The decision makers of schools must abandon their ideas of economic value-oriented running schools and do their best to create a favorable teaching enviornment for the teachers. The teachers should devote themselves to teaching by establishing a correct career view to eliminate the negative impect of utilitarianism . Secondly, the government should formulate and improve related policies to attract more talented people to take up teaching as their whole life job. The policy-makers should concern more about the development of rural schools and carry out some subsidy policies for rural school teachers and give priority to them in solving their housing, title and training problems.Thus,the rural teachers will set their minds at rest to teach in rural schools.At the same time the government should establish some wise mechanisms to opitimize educational resources within the region for the orderly and reasonable flow of the teachers. Last, the whole society should work together to create a favorable atmosphere of respecting teachers and promote harmonious development of education.
