Adapt To The Creative Talents Cultural Quality Education Reform

With the deepening of the knowledge economy, innovative talents become more and more important for the country's prosperity and social development. As a base for training senior talents. University should pay attention to this trend, and strengthen the cultivation of innovative talents. But for a long time, because of the influence of the traditional education, innovative talents'intelligence and non-intelligence factors don't develop well, which directly affects the quantity and quality of the innovative talents. Till the end of last century, we are dead against the disadvantage of extensive specialization and utilitarian in the traditional education, so we started from the nature of personnel training and education, proposed culture competence education, during the past ten years we have achieved success in practice.From the second part of this article, base on cultural competence education, we focus on the cultural quality of education objectives, contents, characteristics and functions, discuss the innovative talents'intelligence structure, character quality and innovative thinking, analyze their relationship in the next three sections. We discuss the effection of culture competence education on the talents'training from the angle of students'own factors (intellectual level factors, non-intellectual level factors) and the angle of the external environment creation.In the fifth part, we review the developmental process of the cultural competence education, as well as in the achievements in the initial stage, the stage of the pilot phase and promote. Simultaneously we also take apart the problems and the reason in the culture competence education.In the sixth part, in allusion to the deficiency of culture competence education and the request of the cultivation of innovative talents, we put forward suggestions for culture competence education from the theoretical and practical aspects to improve it. In the theory aspect, we point that :change the traditional education concept, focusing on the combination of knowledge, ability and quality, the combination of assimilation and expression, the combination of the collective education and individual education, the combination of intelligence and reason. In the practical aspect, we need to foster innovative teachers and administrators with higher cultural competence, explore the rule of cultural competence education law, reform the teaching, and tap the students'potential, focus on the construction of the second class, encourage students to learn and think at the same time, while also build the campus culture, pay attention to extra practice. All the things they do are aim to cultivate students to learn think and practice in a good environment, achieve the full development not only mentally and physically, ensure the development of innovative talents.
