The “Chinese National Medium and Long-term Talent Development Plan (2010-2020)” issued by theCPC Central Committee and the State Council in June2010explicitly requires an intense cultivation ofinnovative science and technology talents. As a new task below new condition, research on characteristicdimension system for innovative science and technology talents is helpful for their selection, cultivation andevaluation: one hand strengthening the fairness of assessment and incitement, as well as the accuracy ofselection and appointment, on the other hand, playing an oriented role in the process of their developmentand cultivation. Thus, the research on characteristic dimensions has a dual role of both current evaluationand future guide.This article defined the new divergent concept innovative science and technology talent as the high-levelworkers who work mainly on researching and developing new theory, technology and products that havenot found before in the field of natural science, and have already obtained or are likely to obtain innovativeachievement. Based on the above definition and research on related literature, considering originalinnovation, fundamental innovation and market application, taking ability, quality and performance all intoconsideration, this article constructed a three-dimensional comprehensive characteristic system includingaspects of competence, behavior and results, and developed the Characteristics Dimension Elements forInnovative Science and Technology Talents Questionnaire. Then this article firstly fully tested the reliabilityand validity of the questionnaire results through Exploratory Factor Analysis (SPSS16.0) andConfirmatory Factor Analysis (LISREL), then did the descriptive statistical analysis, variance analysis andestimated the parameter of the model to explore the mutual influences among three dimensions.This article finally set up a three-dimensional comprehensive characteristic system including3first-classindexes,12second-class indexes and32third-class indexes. The results of model analysis indicated thatinnovative competence had positive effects on innovative behavior, innovative behavior had positive effectson innovative results, which meant good quality of innovation could lead to innovative behavior, effectiveinnovative behaviors could bring into innovative achievement. The results also showed that the quality ofinnovation did not have a significant effect on innovative achievement, which indicated that manyrespondents believed that innovative compentence actually played a basic and potential role in innovationunder current circumstances, leading to innovative achievement through innovative behavior. In addition,the command of knowledge and interest, new ideas and teamwork, contribution to discipline developmentand quality of achievement were the most important features of innovative science and technology talents according to most respondents.In a word, instead of evaluating a specific group of innovative sicience and technology talents inaccordance with concrete indexes and weights, this article focused on grasping the basic structure, formingmechanism and relationship among the three dimensions, as well as applying it as the theoretical frameworkin their evaluation index system, which are important to grasp their present development situation,formulate and implement scientific evaluation index system.
