Since reform and opening up, with the deepening of the market economy in our country, the pace of urbanization in our country is gradually accelerated, which provides abundant premise for the rapid development of China’s real estate market. As an indispensable supporting industries in the real estate industry, property management began to develop in our country since 1980 s, and with the development of social economy, it has got rapid growth and maturity. The development of the real estate industry also brought infinite opportunities and challenges to the urbanization of Harbin city. Through the investigation about the present situation of Harbin city property management industry, this paper summarizes the history and characteristics of the property management in Harbin. Furthermore, on the basis of the survey of Harbin property management data, the author designed dedicated questionnaire for community residents from the multi-dimensional perspective to obtain the real data and issued questionnaires to 60 communities in the four main urban areas, such as daoli, daowai, nangang, xiangfang. Then, through the analysis of the research result on the property management in Harbin, this article summarizes the problems existed in the property management in Harbin and analysis the causes of the problem. Finally, on the basis of clearing the problems in property management mechanism in Harbin city, this article puts forward some countermeasures for improving the mechanism of property management in Harbin from different aspects.This paper involves the property management companies, owners, government and related management department. The forming of property management mechanism needs the cooperation of government, the owners, property management companies and other departments, which benefits for creating good property management internal and external environment, which is interactive, diversified and mutually beneficial. This paper lays the foundation for the faster development of Harbin property management, accelerates the sustainable development of the property management industry and creates favorable conditions for Harbin modernization construction.
