Y insurance company has the system and the method of basicin the selection and appointment of cadres, and has done some useful exploration and practice also, but in the face of new and higher requirements, Y insurance company must view the problem of selecting and appointing cadres. Studying the mode of selectionand appointment of cadres, has an important practical significance for Y insurance company, to find the deficiencies in the work of selecting and appointing cadres, put forward an optimization of cadres appointment mode, meet the development needs of the company for a team of high quality cadre.In this paper, through the selection of Y insurance company cadre case, using the competency theory and the Peter principle, a detailed analysis of the problems of selection of management cadres in Y insurance company, to do some valuable thoughts on the innovation management mode selection and appointment of cadres, put forward the general cadre company competency, the cadre selection mechanism based on ability and performance, to overcome the traditional defects of the selection mechanism only based on performance, and the measures of quasi tenure. The paper have certain innovation achievements, for the study of human resource training and development in the problems of enterprises, and how to make the training and development of ground, improve the training and development of validity, has the certain theory significance.In the insurance of the labor intensive industry, increasing competition in the insurance market today, personnel training is an eternal theme, this article from the management practice of Y insurance company, to explore talent discovery and training mechanism, the cadre selection and appointment mechanism, found in the law, for other emerging insurance companies less detours, has a certain significance.
