After the reform and opening-up of the economy in China, the market-oriented economy system replaces the previous planned economy system, and China’s national economy evolves positively at an astonishing speed. Faced with the same market-oriented economy scenario, state-owned enterprises have operational efficiency, ownership structure, management system and other aspects of defects and disadvantages. State-owned enterprises need to solve these problems through reform. It has become a critical objective to build a modern system for state-owned enterprises.under the Deeping the reform of state owned enterprises, the selection and the appointment system of the managerial personnel of the state-owned enterprises needs to enhance. However, there exist a number of problems unsolved as to meet the request of the modern enterprise system. Thus, the reformation of the selection and the appointment system of the managerial personnel is important for the state-owned enterprises.The research has examined the method to build a compatible management appointing and selecting mechanism for the state-owned enterprises under the modern enterprise system. First, this paper studies the research background, research meaning, research purpose, as well as current research of the problems of the selection and the appointment system of the managerial personnel of the state-owned enterprises, and presents ideas and framework of the paper. This paper also studies the related theories of the modern enterprise system and the selection and the appointment system of talented person.With the thoroughly analysis of its presence and the existing deficiency, we can find the problems of the selection and the appointment system of the managerial personnel of the state-owned enterprises. The paper makes comparative study on the selection and the appointment system of the managerial personnel of foreign companies and domestic private enterprises. And we use the experience of administration of managerial personnel in foreign companies and domestic private enterprises as reference.Then, this paper makes case study on the selection and appointment system of the managerial personnel of Fujian state-owned enterprises, analyzes the new development of the selection and appointment system of the managerial personnel of Fujian state-owned enterprises, and studies the personnel evaluation system of the selection and appointment system of the managerial personnel of Fujian state-owned enterprises, to provide references for the selection and appointment system of the managerial personnel of the state-owned enterprises under the modern enterprise system.Finally, this paper comes up with some approaches to improve the existing selection and appointment system of the managerial personnel of the state-owned enterprises.
