Since the reform and opening up, the market economy achieve rapid development ,and replaced planned economy of national economy. In the face of the current market economy environment, the state continuously deepens the reform of state-owned assets management system. In this new situation, the selection and appointment of state-owned enterprises is particularly important, especially in the selection and appointment of middle-level managers in enterprises, directly affect the quality operation and development of the whole enterprise. However, in the current situation of our country, a large part of the middle-level managers selection and appointment mechanism of state-owned enterprises is not perfect enough to fully adapt to the requirements of modern enterprise system. Therefore, the reform and perfection of the selection and appointment mechanism of the middle-level managers in state-owned enterprises is an important task of the reform of state-owned enterprises.Tianjin G state-owned enterprise is a large state-owned enterprise founded in 1996,with four modules of handling, international logistics, port real estate, port integrated services. The throughput of goods exceeded 540 tons in 2015, ranking fourth in the world. The large state-owned enterprise is also a group enterprise, subordinate second-level units to more than 70, 70 of the director and deputy director is the middle-level managers of Tianjin G state-owned enterprises, and the focus of this paper.This paper focuses on Tianjin G state-owned enterprises as an example, in-depth study of the status of the selection mechanism of state-owned enterprises lingzhongceng managers, explore the problems in the selection and appointment process of middle-level managers in state-owned enterprises, and analyze. Through the research of human resources theory at home and abroad, discusses how to improve and how to establish a new mechanism of the selection and appointment mechanism of middle-level managers in the market economy development.Based on the competency theory, this paper establishes the competency model of middle-level managers in Tianjin G state-owned enterprises. Through the method of obtaining information by the human resources such as individual interviews, 31 competency factors were obtained. Using these 31 factors, the 29 middle-level managers were evaluated and found out, and the reasons were analyzed. Finally, the establishment of Tianjin G state-owned enterprises middle-level managers competency,the model mainly includes six modules: leadership quality, personality characteristics,internal quality, work attitude, values, personal ability. Based on the competency model,guide the establishment of new selection and training mechanism to achieve the promotion of Tianjin G middle-level managers competency.
