Junior managers of commercial banks play a vital role in the implementation of the high-level strategy.The policy reduction in reform of share-holding system in large state-owned commercial banks has led to structural faults in the junior management team.With the deep adjustment of domestic economic structure and the obvious improvement of consumption,the demand for retail business of banks closely related to consumption surges,and the requirements of commercial bank retail transformation on the quality of junior managers in various aspects are also constantly increased.In the past,the selection and appointment mechanism with the main mode of organization recommendation is inevitably unfair.Recently,the selection examination has become more difficult to measure the invisible quality of the candidates.In this case,the original recruitment mechanism cannot satisfy the talent requirement of retail strategic layout in state-owned commercial banks.The current situation of the junior managers of ICBC S branch is an epitome of the overall situation of the grassroots human resources of the large state-owned commercial banks.This paper takes the junior managers of S branch as the research object.The selection and appointment mechanism of junior managers based on competency as the standard and multi-aspect measurement is formed by means of literature combing and practice investigation.The focus is on the competency indicator system,the selection mechanism improvement plan and the operation guarantee measures.The article has been used the expert panel method,the questionnaire survey method,and the key behavior event method.It formed the competency model of junior managers with 4 dimensions and 18 competency factors,which provides scientific competency selection criteria for commercial banks to implement the recruitment.Based on the competency model,the article optimizes and improves the selection and appointment mechanism for junior managers from the four aspects of selection process,selection criteria,evaluation methods and dynamic feedback.Operational safeguard measures are proposed based on strengthening leadership,organizational security,system security and atmosphere creation.The selection mechanism based on the competency model for primary managemers of commercial banks can effectively improve the efficiency of commercial banks in selecting and employing,give maximum play to the effect of personnel and post matching,and boost the reform and innovation of commercial banks in the new financial industry from the human resource.The standards and mechanism for selecting competent personnel formed by the study provide a basis for commercial banks to select,evaluate and assess junior managers.It has reference value and significance for large state-owned commercial banks to digest the historical problems,smoothly transit the personnel and actively deal with the retail transformation.
