According to the 2010 China statistical yearbook data, urban poverty populati on is as high as 50 million. Relatively urban poverty problem in China is not has drawn great attention of relevant parties, especially the urban poverty problem in China.Relative to the most of the other provinces, guizhou province is relatively back ward economic development, urban poverty is relatively more serious, so in this p aper, based on the current state of the economy in guizhou, by building a set of scientific, comparable, universally applicable method to calculate the poverty line a nd poverty measure, to grasp accurately the breadth, depth and intensity of urban poverty in guizhou. Through poverty measure, analyzes the characteristics and reas ons of urban poverty in guizhou, to provide scientific basis for urban anti-poverty policy. And strive to through its theory.Combined with the practice of research, build in line with the characteristics of urban anti-poverty strategy system of guizhou, hope can help to ease the current spread of urban poverty, in order to continue to promote the urbanization at the same time, the overall consideration, coordinate the various interests relations, in o rder to realize the grand goal of building a moderately prosperous society in an a 11-round way.This paper introduces the writing background of this article and related referenc es, and then points out the shortage of this thesis and innovation points. And then deeply discusses the meaning of poverty, category and poverty measure, then use ELES estimates the poverty of urban residents in guizhou, on this basis, through the calendar year in guizhou province statistical yearbook of sorting, calculated t he GQ model and the BETA model under lorentz curve, and by comparing the se lected use of BETA model as the basis of calculating gini coefficient, and then us e FGT model to calculate the index of urban poverty in guizhou, the poverty in guizhou an overview.Then, poverty index the province by the decomposition and elastic analysis, the elastic analysis was carried out on the poverty index, utilizing the poor Kakwani proposes decomposition approach, it is concluded that the change of economic gr owth on poverty index to produce negative effects, and income distribution (gini c oefficient) for poverty index changes produce positive effect. And the positive effe ct of income distribution is greater than the absolute value of the negative effects of economic growth. Above we see as a result, economic growth can reduce pov erty, but poverty alleviation work also depends on the income distribution, the cos t of living, etc.In the end, on the basis of the previous theoretical analysis and empirical analy sis, put forward the implementation of the preferential policy of employment, creat e jobs, reduce unemployment, improved allocation mechanism, narrow the income gap, investing heavily in education, improve the development ability and the abilit y to resist risks, improve the social security system, reduce the accident risk impa ct, to prevent poverty to urban concentration and concrete measures, such as const ructing the system of social relief and effective alleviate urban poverty, to better p romote the development of economy in guizhou, the solution of the problem of th e people’s livelihood.
