Retirement policy as an important part of the social security system, not only related to the orderly operation of the social security system but also affects the stability and harmony of the society.Shanghai municipal employees retirement policy as a part of national retirement policy,embodies the countries for the overall objectives and requirements of the retirement policy, and some of the local characteristics.Since the reform of social security system in 1986, Shanghai social security system has experienced 20 years of adjustment and improve, Shanghai municipal employees retirement policy has achieved good results in ensure the basic life of employees after they are retired.However,with the development of economy and society,the environment of the implementation of the Shanghai municipal employees retirement policy has been changed. The change of the population structure,the development of human resources and the increasingly complex management object challenge the implementation of the Shanghai municipal employees retirement policy a lot and also affects the effects of the policy to a certain extent.This article will write from the current implement of Shanghai municipal employees retirement policy,Through analyzing the issues in the process of the normal retirement、the early retirement and the flexible retirement, to point out the problems including the policy itself,the lack of supervision and the inefficient due to the lack of supporting measures.Therefore,initiate the study of the solutions.Through the study of the implement and the adjustment of the retirement policy in USA and German,according to the actual situation in Shanghai,the author points out the optimization and improvement suggestions,that is to solve the problems in the process of the retirement policy of Shanghai must start from four aspects:Firstly,refinment and adjustment of the policy:involving the adjustment of statutory retirement age and minimum age of payment,the expansion of the application scope of flexible delay retirement;Secondly,formulation of the supporting measures:involving the establish of Social Security Retirement Earnings Test and economic compensation mechanism;Thirdly, the implementation of management measures: to speed up the legislative process and strengthen the department linkage,and increase inspection efforts.Fourthly, understanding of policy object.In order to provide certain ideas for efficient operation of Shanghai municipal employees retirement policy.
