Research On Product Quality Classification Supervision Of Local Government Industrial Enterprises

Industrial enterprise is the core of the entire national economy. The proportion of entire local industrial enterprises in whole nation is rising year by year, so how to improve the qualities of local industrial productions is more and more important. After 12 years, the General Administration of Quality Supervision published a series of regulations and documents about the classified supervision of industrial enterprises. It made detailed provisions of classified supervision. Enterprises were divided into AA, A, B, C four types from the perspective of the implementation of the main responsibility. Credit supervision, responsible supervision, normal supervision and extra strict supervision will be the four supervision modes accordingly.On the basis of the local practice to implement targeted industrial enterprises classified supervision taking Jiamusi industrial products classification management, as an example, the thesis is the study of the purpose and significance of the industrial products classification management by the government and the domestic and foreign research present situation. The thesis is also taking a pragmatic analysis to the characteristics, the historical formation, the implementing classification and the significance to the practical work. Specific to the general reality and historical formation of industrial enterprise product quality classified supervision, the thesis gives a pragmatic analysis to the segmented supervision, function division, the problems in examination system development. It also analyzes the causes of lacking industrial enterprise product quality classified supervision by the government in Jiamusi: the regular inspection system is not uniform and the local protection existed in the inspection system, the test items are not unified, the supervision mode is not uniform, etc.In addition, enterprise and the government’s social orientation to the enterprise’s main body responsibility exists different understanding, and government gives a coordinated distribution to the supervision rights of all departments and information among different supervision departments are not unobstructed is also an important reason. On the basis of the above cases, based on the status quo of industrial enterprises in Jiamusi, the thesis puts forward the establishment of a comprehensive product classified supervision mode to improve local inspection agencies and functions. In the city for the purpose of classification of industrial products quality management proposed adapt to the reality of management gradually advancing national local uniform classification inspection system, improve local government business classification criteria, integration of local government functions similar to departments to explore the establishment of a unified security system expenditure; improve the classification management of administrative law enforcement personnel on this basis.To serve local economic development to explore the real need to have some guidance in public policy.
