The whole process quality and safety supervision of agricultural products is a complicated social and economic system project,using the method of large-scale system cybernetics,according to the general objective of the quality and safety supervision of agricultural products and its related environment,carrying out research from the supply side of the production side of agricultural products,hoping to design a good coordination mechanism by combing out the quality and safety supervision agency of agricultural products and its functions,and putting forward the behavior and standard measures of the main subjects of agricultural products production and operation to ensure food safety.Its research results can provide reference for the macro-control and scientific decision-making of government decision-making departments,and also provide guidance for agricultural enterprises and other agricultural product producers to standardize their production and management behaviors.Agricultural product quality and safety supervision system is a complicated system,which is composed of many subsystems.Therefore,it has scientific basis and practical significance to study agricultural product quality and safety supervision by using the theory of large-scale system control.Based on the analysis of the game behavior of agricultural product quality safety between the production and management subjects and the government,it is considered that the key to guarantee agricultural product quality and safety is to improve the legal regulations and supervision system.Based on the analysis of 728 agricultural product quality and safety events,it is concluded that the factors affecting agricultural product quality and safety are chemical pollution,biological pollution,environmental pollution and fake and inferior quality,and the quality and ability of agricultural product producers and operators restrict the improvement of agricultural product quality and safety level.Through the case analysis of agricultural product quality and safety production,it is concluded that the quality and safety level of agricultural product is restricted by agricultural inputs,agricultural producers and government supervision.Therefore,this paper puts forward the policy suggestions such as extending the vertical supervision structure,reducing the horizontal supervision structure,and grasping the key points of supervision from three aspects: multilevel progressive control system,multilevel progressive control system and multistage progressive control system.
