The immoral actions of using food additives enterprise is the focus of food regulation in China,it is also the policy issues related to public health and industry development.Since the implementation of supervision of food additives in China,it was based on unified supervision,emphasizing the regulatory standards,content,methods and law enforcement procedures consistency.In the early stage of economic development in China,the number of enterprises which used food additives is small,the different of development is small,so the unified supervision has achieved better results.With the rapid development of economy,the growth rate of the enterprises used food additives in China is alarming,and the different of development between enterprises is becoming more and more obvious.The problem of the use of food additives were frequent happened,it is resulting in a decrease in public trust in government.The unified supervision system has highlighted the defects in this situation.Especially,if we continue to use unified regulation,it will distract regulatory resources and reduce regulatory efficiency,and cannot achieve precise regulation,so the traditional regulatory model is no longer match the current social development.This paper revolves around two core problems: “What are the key intrinsic factors that lead to the immoral actions of the enterprises using of food additive” and “How to put forward the policy suggestion of restraining the immoral actions according to the key factors of the enterprise”,we will Building models and theoretical analysis to study.Firstly,we analyzed the current situation of supervision on immoral actions of the using food additives enterprises.then,based on the theory of asymmetric information,the paper explores the two key factors of the application of food additives enterprises,namely,regulatory capacity and innovation ability,which lead to the mechanism of immoral actions.After that,through the game model,we will demonstrate the feasibility of classification supervision for the using food additives enterprises,which provides a theoretical basis for policy recommendations.Lastly,on the basis of mechanism analysis and model demonstration,we put forward the policy suggestion for classified supervision of the using food additive enterprises.The analysis of the current situation of supervision on immoral actions of the using food additives enterprises show that The supervision system of the using food additive enterprise is unified supervision,and the development difference between enterprises is remarkable.It embodies two aspects: the regulation bearing capacity and the innovation ability of the enterprise.According to the existing regulatory data,we has further analysis that the immoral actions of the using food additives enterprises has difficult to prohibit in China.so the current regulation of immoral actions of using food additives enterprise is dropped into the dilemma.The mechanism of the immoral behavior of the using food additives enterprises is that the difference of the regulation bearing capacity and innovation ability under the unified supervision,which leads to the choice of immoral actions.If the regulation bearing capacity of enterprise be stronger,the impact of stronger supervision on the cost is smaller,then the possibility of choosing immoral actions will be smaller,on the contrary,it will be larger.If the innovation ability of enterprise be stronger,the impact of stronger supervision on the price is smaller,then the possibility of choosing immoral actions will be smaller,on the contrary,it will be larger.It was also found that the standards and the penalties for immoral actions were reversed,the higher the standard of food additives,the penalties should be declined,conversely,it should be increased.Game model analysis shows that the classification supervision of the using food additives enterprises is feasible.The classification supervision combine with force and incentives has obvious effect.If the possibility of the legal production of the using food additives enterprises be higher,then the enterprises have weaker motivation of immoral actions to obtain illegal income and have higher self-discipline.so the classification regulation is feasible.The design principle of classified supervision system of the using food additives enterprises in our country should comply with the enterprise classification index should be less and representative is better,classification method should be intuitive,simple,and the practical operational should be stronger.Learn from the classification system construction in German and incentive measures of supervision classification of British experience,we have select two level indicators and three level indicators for regulation bearing capacity and innovation ability.Lastly,according to the selection of foreign experience and evaluation indicators,we make use of the classified supervision measures of using food additives enterprises.In this paper,we have grasped the two key internal factors of the using food additive enterprises,and combined with the modeling method,deeply explored how these two factors lead to the enterprise's immoral actions.This is not only a supplement to the existing research,but also an innovation of this paper.it is a complement to the existing research,but also the innovation of this paper.In addition,we have applied the game model to demonstrate the feasibility of classification regulation,which is an expansion on the basis of existing research,and provide a theoretical basis for the immoral behavior regulation of the using food additive enterprises,and it has practical significance.
