Property management is a new comprehensive service industries,is labor intensive enterprise, the modern enterprise competition is the com petition of talents, strengthen the management of human resources, tr aining of a high-quality staff team is the basic condition for the surviva 1 and development of enterprises, but also the necessary condition for e nterprises to participate in the competition, win. As labour intensive pro perty companies, according to the actual situation of enterprises, to esta blish a scientific performance management system to enhance the compe titiveness of enterprises, it is particularly important, which is the key to enterprise’s growth.The DQ property management company is one of the key companie s in Daqing oilfield,the engineering department plays an important role in the property company, engineering and technical personnel have bec ome the property of the company is one of the key employee team. Th erefore, in order to promote the property company engineering departme nt for efficient management, continued to improve customer satisfaction and the need of property management, the technical personnel of DQ pr operty management company engineering department as the research obj ect, to the design of the performance appraisal index as the clue, thro ugh the Balanced Scorecard tool for engineering and technical personnel to inspect the core position, research, development finally, established the performance evaluation index of the Balanced Scorecard Based on t he property company engineering and technical personnel.This paper first from the status of the property master of engineerin g and technical personnel performance appraisal on the whole, find out the existing problems and reasons of current performance appraisal situat ion of engineering and technical personnel. Secondly, based on the relat ed materials to collect and study, targeted the introduction of the Balanc ed Scorecard as a performance evaluation tool, starting from the financ ial dimension, the customer dimension, internal management, staff lear ning dimension four dimensions and growth, through constant summing up and analysis, extracted decided the current property service, the mai n performance related Projects Manager, director of engineering, engine ering department comprehensive repair service personnel of the core ass essment indicators, and established a set of suitable for enterprise operat ion and development needs, the Balanced Scorecard to the property of e ngineering and technical personnel performance evaluation based on inde x. Finally proposed a series of measures to smooth the performance app raisal system of DQ property company engineering and technical person nel security operation.
