Study On The Influence Of Rural Population Flow On Rural Governance In County Of Shanxi Province

The sustainable development of agriculture and the rural stability is crucial for the development of the country. System innovation, the improvement of the rural governance, it is an effective way to solve the population flow under the background of the rural governance. Effective rural governance for maintaining rural stability, promote rural economic development play an important role. As China’s modernization and urbanization process accelerated, the broad masses of rural transformation from traditional to modern, more and more farmers in order to seek a new life, increase their income, broaden the horizons, began to leave the country, leave the land, the land is no longer the only guarantee to the survival of farmers. Massive rural population flow outward, to the urban development and water village governance update higher requirements are put forward.This article through the review of relevant literature, on the basis of Daixian in Shanxi Province as the research object, from the macroscopic, from micro-start, by questionnaire, field interviews and analysis typical individual case of multiple perspectives, a thorough analysis of the characteristics of the Daixian rural population flow, on the basis of the analysis summary of rural population flow to the positive effects and negative effects of rural society. Mass flow of the rural population to Daixian farmers’ income increasing, the concept of consciousness is resolved, produced a large number of rural people, public security environment improved significantly, at the same time, the ecological environment has improved significantly in the villages, the tense relationship between the cadres and the masses gradually ease. Can be seen that migration has a positive impact on rural development, but also poses challenges to the village governance:a large number of talented rural population flow to cities, the family planning policy is becoming more difficult in execution, those of unbalanced ratio structure, members and village committee in the rural governance as a dummy, the existence of these problems seriously restrict the development of Daixian rural society. Combining with the actual situation of Daixian, in view of existing problems, and from the transformation of the mode of agricultural development, guide the brain circulation, can encourage man village, perfecting the electoral system, promote the development of the community, integrate those less village etc. Put forward the concrete countermeasures of rural governance, accelerate the pace of Daixian rural governance.
