China is a typical agricultural country, the development of agriculture and rural development impact for the whole country is enormous, while the stability of agriculture and rural development is inseparable from effective rural governance. With the continuous advance of China’s modernization process, China’s rural areas have gradually from the traditional to the modern transformation. Today, the land is no longer the only guarantee of the farmers’survival, more and more farmers began to leave the village, leaving the land to seek a new life in the new world and new areas. The sixth national census data show that in2010nearly30years, the floating population has increased from200million in1980to221million in2010, the floating population accounts for one sixth of the country’s total population, most of which come Since the rural areas.2011the total number of the new generation of migrant workers more than100million people, accounting for the proportion of migrant workers in China has reached66.9%. Along with the massive rural population outward flow of rural China today there has been much welcome new weather:the income of farmers, farmers’ ideas liberated, new village capable of village law and order situation improves, the rural ecological environment has improved, even the once-strained relationship between cadres and ease. However, the large-scale flow to see the new atmosphere at the same time, we also found that the rural population but also to the current village governance challenges:rural retaining population structure imbalances, rural talents and resources of the loss of two committees, rural grassroots virtual set of problems, the family planning policy is difficult to perform. The existence of these problems is clearly not conducive to long-term development of China’s rural society.A new period of socialist construction and the overall goal of achieving a harmonious society, to solve these problems to be solved, and naturally put forward higher requirements on village governance in the context of population movements. For this reason, many domestic experts and scholars have long been highly concerned about these issues, and a lot of fruitful research. After I comb found that existing research results and research questions of this thesis is mainly divided into two categories:one is the flow of rural population, these studies focus on and analyze the flow of rural population, rural mobility characteristics of the population and its rural migrants flow to places such as; the other is the study of China’s rural governance of these studies focus on the problems of the rural grassroots self-government, rural economic development. Overall, existing research, population movements and rural governance organic combination of the research is not too much, especially the less focus on population outflow of rural governance research. Even a small number of scholars on the population outflow of rural governance status quo do tend to focus on a particular aspect, and less concerned about the overall impact of the population outflow from the local village governance. This study from a macro perspective in mind, proceed from the microscopic point of view, various means to a typical western region population outflow to the village to study through a questionnaire survey on the basis of literature data, the in-depth interviews and case studies. Analysis of the status of the village-level organizations under the background of population movements in the region and its population movement all-round perspective on village governance.The total is divided into seven parts; the first part is an introduction in this section is to introduce the topics of meaning and research methods, the logical structure and possible innovation, but also a special presentation of empirical research. The second part is a literature review, introduces the domestic and international population movements in theory and rural governance theory, the focus of domestic research scholars of rural governance in the context of population movements, to establish a theoretical foundation for further study. The third part introduces the flow profiles of the rural population in China, based on a historical review of our rural population flow, summarizes some basic features of our rural population flow. The fourth part is to introduce the basic situation of rural governance, including the introduction of the concept of rural governance, the review of China’s rural governance model as well as the introduction to the experience of the foreign country governance. Part V of the main analysis of the positive impact of the rural population flow of rural governance, the village cadres, migrant workers and stay the villagers three groups of empirical research, in-depth analysis of the population movement has brought many new opportunities to today’s village governance. Part VI of the main analysis of the negative impact of the rural population flow of rural governance, but also through the analysis of field research data to explore the many difficulties brought about by the population movement to the village governance. Part VII is to optimize the path of village governance options, this part is the last chapter of this thesis, the focus of the author in front of in-depth analysis of the previous person’s theoretical results and field surveys, material basis for further optimization of rural many specific governance measures, including changes in agricultural development, a reasonable guide rural persons to return to the villages capable to participate in village governance, improve the villagers’electoral system, the establishment of a new type of rural communities, to integrate the small village of stay villagers.In short, the foundation of China’s agricultural economy is relatively thin, the rural population base, frequent population movements, population movements in the context of a reasonable solution of many problems facing rural governance is a necessary step in rural modernization, we only have to face reality seeking truth from facts, and continue through institutional innovations to strengthen and improve rural governance in order to ultimately achieve not only promote the farmers’ living standards improve but also to achieve the goal of sustainable development of the agricultural economy.
