Analysis On The Entrance And Influence Factor Of China Rural Social Pension Insurance

At present, the aging of the population has become a social problem in the countries in twenty-first Century, and the situation of population aging in our country,especially the aging of rural population has become one of the social problems faced in economic and social development.Since2008, the problem of supporting the old people has become the community focus.For a long time, China’s economic development has lagged behind, and the society dual structure was obvious. Most of the rural residents do not enjoy the benefits of social insurance, and lack of social welfare for urban residents.The proportion of older people in rural areas began to increase, after the implementation of the family planning policy in China. The burden increases under the way of families supporting, which is unsustainable.And the situation of the system of production commune turned into the household contract responsibility system weakens the distribution of collective resources right, which pushed the responsibility of supporting the old people to families.In order to solve the pension problem of farmers, the rural social endowment insurance was experimented throughout the countries.To totally solve the the old-age security problem of rural residents, so that all members of society can enjoy the basic old-age security, which is the implementation requires for the "new four modernizations" of construction and the social development. February7,2014, Premier Li Keqiang chaired a State Council executive meeting, and the meeting decided to establish a unified national urban and rural pension insurance system.This paper selected age security of rural residents in Hebei Province as the object of study, and the main contents include the following aspects:First, rural old-age security theory; Second, comparison and selection of the rural old-age security model;Third, analysis of the Hebei rural old-age security situation;Fourth, the development problem of the rural endowment insurance under the new business entities foster; Fifth, the analysis of building the financial guarantee capacity of urban-rural integration.In addition to these elements, this paper also includes proposed measures about rural endowment insurance policy.This paper reviews and teases the existed literature, and under this premise analysised the Hebei rural residents survey questionnaire about the old-age security, then made the theory and demonstration study of the path and influence factors of the rural social old-age security system.The research demonstrated that the aging speed of China’s rural population is fast which is exceeding the level of economic development, the scope of rural residents to participate in social security is very wide, but the security level is relatively low, the social assistance system’ help to provide for the farmers in difficulties is also very limited, which led to the not high willing to participate in commercial insurance.At the same time, the emergence of new agricultural management subject put forward the new demand for old-age insurance system in rural areas, and all this has led to the complication and danger for the rural old-age security issue.We have to clear that on the bases of the development of China’s rural economy and the establishment of legal society we construct a multi-level and diversified rural old-age security system, a cut method is not allowed, and put forward China’s rural old-age security system should include families, communities, governments and various commercial pension institutions as the main content, take the home care as the main mode, the social welfare and commercial institutions as basis and supplement, employ the family services, community operations, government operations, market operations and other old-age security system mechanism.The innovation of this paper mainly includes two points:First, select the rural residents as the survey questionnaire objective, through the questionnaire design and analysis in Hebei Province to understand the reality of the real situation of residents of old-age security in rural areas, and have made the empirical analysis according to various variables;Second, this paper’ analysis is related to the new requirements associated with the cultivation of new agricultural operation entities in rural endowment insurance system, and this made the study with some innovations.
