Research On Rural Infrastructure Investment In China Based On Urban - Rural Integration

The integration of urban and rural areas is an important problem in the current, the important issues of the integration of urban and rural areas is the development of urban and rural, in the development of urban and rural areas, infrastructure plays an important role,financial plays an important role in infrastructure investment. Based on the perspective of urban and rural integration, this paper studies the investment of China’s rural infrastructure,and gives policy recommendations.Research methods used in this article are literature method, empirical analysis,normative analysis and comparative analyzing method. Firstly, this article studies the domestic and foreign literature about the integration of urban and rural areas and rural infrastructure investment, obtains the scientific connotation of the integration of urban and rural areas and the ideas of infrastructure investment in integration of urban and rural areas.Secondly, this article follows by review of the history and reality of China’s rural infrastructure investment, through empirical analysis and normative analysis, studies the main problems and causes of China’s rural infrastructure investment in the integration of urban and rural. Finally, this article put forward policy recommendations by comparing the analysis draws on the foreign experience and practice.This article argues that the main problems of rural infrastructure investment in integration of urban and rural areas are that China’s rural infrastructure into scale is insufficient and governments heavy construction investment and light maintenance investment and investment planning is unreasonable. The main causes of the above problems are rural natural environment is poor and lack of local financial resources and unscientific decision-making mechanism and investment and financing mechanism is not perfect and the powers and responsibilities are not clear.The in reference to foreign experience based on that we should adhere to the common development of urban and rural areas concept based, overall planning of urban and rural infrastructure investment; adhere to giving more, taking less, enlivening the policy;increase the investment to the rural transport infrastructure; establishment of top-down and bottom-up combination of investment decision-making method; formation is dominated by the government, many investors to participate in the supply, the government should play the role of guide and inspire; clear the powers and responsibilities between governments and other entities in rural infrastructure investment and divide the powers and responsibilities between them.The innovation of this article is that combines the integration of urban and rural areas with infrastructure investment, obtains the integration of urban and rural areas of China’s rural infrastructure investment ideas. The ideas are that we should through the control of the gap of urban and rural infrastructure, optimize the layout of rural infrastructure and dynamic tracking of rural infrastructure investment, do a good job to promote the role of urban and rural integration of infrastructure investment, according to local conditions to promote the integration of urban and rural areas and we should establish the linkage feedback system between the integration of urban and rural areas and rural infrastructure,so the integration of urban and rural areas guide and feedback the infrastructure investment timely and promote the common development of both.
