| China has entered an important stage to promote the new type of urbanization. It is difficult to solve the problem of urbanization only from the point of view of quantity and speed. To promote the quality of urbanization has become our new task. Under the situation of “new normal” economy, it is rational for China to pay more attention to the quality of urbanization. Meanwhile, higher quality of urbanization is necessary when considering Beijing-Tianjin- Hebei coordinated development strategy. In this context, the research of Beijing-Tianjin- Hebei regional urbanization quality has been carried out systematically.The achievements of this paper is reflected in two aspects:(1) Theoretically, the paper establishes a framework for the analysis of the quality of urbanization from four aspects: core carrier, the utilization of factors, support and guarantee and the realization of the goal. Urban development quality is the core content of the quality of urbanization, economic development is the driving force for the development of cities, the level of social livelihood and infrastructure are the embodiments of the soft power and the hard power of cities; Urbanization efficiency reflects the efficiency of the factors in the process of urbanization; Sustainable development capacity is the support to further release the potential of urbanization; The quality of the overall development of urban and rural areas reflects the realization of the ultimate goal of Urbanization.(2) Empirically, this paper take process and results, current situation and future, efficiency and fairness into a comprehensive consideration to establish an evaluation system,which consists of 6 dimensions: economic development quality, social and livelihood development quality, infrastructure abundance, the efficiency of urbanization, capacity for sustainable development and the quality of overall development of urban and rural areas.By using entropy method and linear additive model to evaluating the urbanization quality of Beijing-Tianjin-Hebei, the paper draws the following conclusions:(1) BeijingTianjin-Hebei regional urbanization quality, from the longitudinal comparison, was rising trend during the year of 2004 to 2013; From the horizontal comparison, it lag behind the Yangtze River Delta, and Pearl River Delta,and the gap is getting widen; From the structural analysis, social livelihood is the best, urban-rural integration is the worst.(2)As for inner city urbanization quality, the differences and levels of different plates are obvious, and the “near field” diffusion situation has not been formed; Compared with 2004, the “polarization” effect is weakened, but the degree of dispersion is enhanced; From the perspective of the quality of livelihood development, Beijing- Tianjin-Hebei is not the typical structure of dual core.(3) the factors that constraint Beijing-Tianjin-Hebei regional quality of urbanization include the hard constraints of resource endowment and location, the soft constraints of regional culture, and the constraints of the diversity of development phases and market force and administrative force.(4) The path to enhance the quality of Beijing-Tianjin-Hebei regional urbanization includes: to promote the transformation and upgrading of the industry to provide a powerful driving force for the quality of urbanization; to construct reasonable urban system to create a cohesive-outreach strategy of urbanization pattern; to improve the hard as well as soft environment for the development of urbanization; to improve the efficiency of resource utilization and to enhance the regional ability of sustainable development; to focus on linkage the urban and rural areas to reduce the discrepancies between urban and rural areas; to establish innovative institutional mechanisms to form resultant force of urbanization. |
