In the context of promoting the coordinated development, the Beijing-Tianjin-Hebei region urbanization construction and development are faced with unreasonable population distribution, serious off-site urbanization, remarkable differences in the quality of economic development, industry incompatibility, fragile regional ecological environment and other issues, which restricting the coordinated development and the formation of world-class urban agglomeration. The new type of urbanization construction is the need to realize the coordinated development for the Beijing-Tianjin-Hebei region. The development level and differentiation of the new urbanization in the Beijing-Tianjin-Hebei region are need to be carefully evaluated and studied, which in order to provide empirical evidence for decision-making.This requires the establishment of a unified evaluation system to explore the collaborative state among the cities and the functional areas and to identify the key points to enhance the new urbanization level for the cities in Hebei Province, all of which can promote the overall regional new urbanization level, and further promote the coordinated development for the Beijing-Tianjin-Hebei region. For this reason, this paper establishes the evaluation index system based on the AHP of group decision-making,exploring the level of spatial and temporal differentiation and the realization path of the new urbanization in the 13 cities of the Beijing-Tianjin-Hebei region. The results showed that:(1)The level of new urbanization in the 13 cities of the Beijing-Tianjin-Hebei region showed a rising trend, the growth rate of Beijing and Tianjin fell after the first decline, and the cities in Hebei Province generally decreased first and then increased. The rapid growth of Beijing and Tianjin squeezed the resources of Hebei Province to a certain extent, but in the context of the coordinated development, the growth rate of Hebei province continuously increased. The synergistic effect started to appear.(2)The spatial differentiation of new urbanization level in the Beijing-Tianjin-Hebei region was obvious,Beijing and Tianjin are higher than those in Hebei province, and regional development imbalances were obvious increasingly. In the background of coordinated development, the development of Beijing and Tianjin is strongly correlated, the pace of development in the cities of Hebei Province are more consistent with that in Beijing.Cooperative power is sufficient and the potentiality is high.(3)In the comparison of various aspects of the new urbanization in the Beijing-Tianjin-Hebei region, the spatial differentiation of innovation was the most obvious, and innovation was the key to enhance the level of new urbanization in the Beijing-Tianjin-Hebei region. The ecological coordination degree was poor.On the economic front, the economic level increased, but the transition of individual cities was slow in Hebei province.Beijing and Tianjin's leading role were limited under the coordinated development, and balancing urban and rural development was still the difficulty in social development. Therefore, the construction of new urbanization in Hebei province needs to achieve a breakthrough in industrial upgrading, innovation and ecological construction, but also need Beijing-Tianjin to support the development of new urbanization in Hebei province from the perspective of synergistic development. This paper makes up for the lack of previous research in the analysis collaborative dilemma in the Beijing-Tianjin-Hebei region, evaluation the level and coordination state of new urbanization in the Beijing-Tianjin-Hebei region by dividing systems and dividing cities, hoping to provide empirical reference support for the decision-making of promoting the coordinated development for the Beijing-Tianjin-Hebei region.
