BOT Project Audit Study

As is known to all, the infrastructure construction plays an important role in the development of a country’s economy, and it can promote the economic growth. At this stage, China is in a period of economic transformation, all aspects of outstanding issues, to maintain sustained and rapid development of the national economy, there is a need to continue to invest in infrastructure. However, infrastructure construction often involves billion yuan of investment, for the government, financial capital is limited, very difficult one-time out large sums of capital and investment in different projects, then the BOT project financing is a kind of effective solution. BOT project financing is the introduction of private capital in the construction of large infrastructure, and financing is not primarily dependent on the project sponsor’s credit or physical assets, but the cash flow generated by the project itself. It can solve the problem of the shortage of funds, reduce the financial burden, and the participation of private capital also improves the efficiency of the project and share the project risk, has a variety of benefits to the government, investors and creditors.In 1985, China’s first BOT project of Guangdong Shajiao B power plant started construction, then, May 1995 formally approved the first BOT pilot project- Guangxi Laibin B power plant started construction, and in 1999 completed and put into operation, in accordance with the agreement, the project will be in 15 years after the 2015 turn ceded to the government of Guangxi Autonomous Region, thus becoming our country in the capital market by BOT mode of a successful attempt. In recent years, China’s BOT project is booming, the industry is also more and more extensive, water, electric power industry, garbage disposal industry, Luqiao industry, are trying to carry out the BOT project.However, due to the BOT project of China’s accounting and auditing research started late, China’s accounting standards system, the provisions of the BOT project is less, is also more dispersed. In August 2008, the Ministry of Finance issued the accounting standards for enterprises Interpretation No. 2 ", one of the fifth to the enterprise by construction and operation transfer(BOT) in public infrastructure construction business processing method to carry out the provisions, but the is too simple, the lack of rules for the operation, has a direct impact on the ring to the quality of accounting information. So far, there is little or no domestic auditing standards for BOT projects, which increases the difficulty of the audit work. Therefore, the author intends to cut from the perspective of certified public accountants, in the study of BOT mode financing mode, operation process, based on the accounting calculation, the BOT model of the audit method, the key issues should be solved. Hope to provide reference for the audit of BOT project.This thesis consists of seven chapters. The first chapter introduces the significance and background of this thesis, the research methods and the problems to be solved. The second chapter introduces the concept and characteristics of the BOT project, the third chapter summarizes the research status of the accounting and auditing of the BOT project at home and abroad. The fourth chapter introduces the BOT project related accounting regulations, as well as the Beijing Institute of Certified Public Accountants in the BOT business tips. The fifth chapter is the theoretical study of the audit method of BOT project. The sixth chapter combined with the typical enterprise Beikong environment case analysis audit focuses on specific BOT projects. The seventh chapter is to put forward suggestions for BOT project audit.This paper in the domestic and foreign academic literature of reading based on, through on-the-spot investigation, understand the actual operation of the BOT project, research in line with the actual of BOT project accounting, audit and related problems, and puts forward some suggestions.
