Consumption is the driving force behind production, and its sustainability can contribute a great deal to the overall sustainable development of society. Due to its great demand, government acts as major consumer in the market, which results in public procurement playing controlling and guiding roles in the economy of most of countries. Since ecological problems have become increasingly serious, governments, enterprises and the public are paying increasing attention to environmental protection. This has resulted in the adoption of various activities that conserve resources and reduce environmental pollution all over the world, including the implementation of green procurement programs. Compared the western developed countries, China’s current green procurement are still in the exploratory stage, lack of the theoretical system to achieve green procurement, also lack of relationship management and greening management between the government and all the stakeholders. Green supply chain management serves as a new supply chain management, developing along with the escalating conflict between global economic development and environmental resources.Different from traditional supply chain management, green supply chain management emphasizes integrating environmental considerations into the supply chain management process, focusing on responsibility extends from the manufacturers, suppliers, logistics, purchasing staff, consumers, recyclers and other stakeholders, greening the supply chain form the view of life cycle theory. In order to ensure the realization of economic benefits, we must also consider the social and environmental benefits at the same time. It can be seen that the combining of the green supply chain management and the green procurement can effectively solve the problem of our government green procurement.Therefore, this paper puts forward the green supply chain management theory into the government green procurement system and selecting T municipal public procurement center for the pilot, launched a "T Municipal public procurement center of green procurement and supply chain design and implementation" research, First elaborated basic theory and research status of the paper, and then analyzed on the status of T Municipal public procurement center of green procurement practices to identify the characteristics and existing problems of the T Municipal public procurement center’s green procurement. At the same time, by the driving force analysis, SWOT analysis and other means to analyze the feasibility of introducing green supply chain of government procurement. On this basis, design the green procurement of T Municipal public procurement center and take greening analysis of the key link in the supply chain. Finally, research carried out from four aspects: embodiment processes, people, information and supervision, thus completing the entire green procurement and supply chain design.
