In present organization developing process, by upgrading human resources management level has been progressively developed into new phase in talent management. As the core and link it with the ability to model, talent management has become an important content of the human resource management. Competence of the quality model to build application has changed the traditional human resource management in a relatively fixed based on the work of the model. It has provided a brand-new angle of view and one kind of more advantageous tool for the enterprise human resources management practice. In order to achieve rational allocation of organizational strategic talent management, competency model ensure the company’s overall goal to reach the ability to provide a scientific and systematic support.The purpose of this article is by analyzing the DZ company present situation of human resource management, it provide the analysis of middle-level management team of talent development and management process and cause of the problem in the future of the company3-year strategic development plan. By building DZ company’s mid-level management personnel competency model quality, the leaders can recognize good performance influence factor in order to adjust the structure of middle management. Realization of talent dynamics and orderly development can advance the company strategy and business objectives. The study mainly the following aspects:First, Summary of theories on the competency model, focuses on the basic concepts of the competency model, build a competency model method and the method of applying competency modeling, as well as the model value in enterprise’s human resource management system.Second, Introduces the DZ Corporation competency model construction the methodology, the overall flow and the concrete content, including the capability and quality of the indicators, level and class description.Third, Application management for middle-level manager competency model DZ company. Based on the competency model building company reserve personnel evaluation system, sound system, perfect talent cultivating system so as to enhance the performance management system.
