Problems And Countermeasures In The Operation Of Endowment Insurance System For Urban Workers In Yichun City

Pension insurance system is an indispensable part of china’s social security system. As a priority of pension insurance system, the urban worker’s pension insurance system attracts the attention of people for a long time. Therefore, the urban worker’s pension insurance has always been the keystone of the reform.The urban employee’s basic endowment insurances system in Yichun is influenced by the factors as organizational nature, capital source etc and represent the multi-subject and diverse insurances coexisted in the form of spilt state. This state has severely restricted the economic development and social stability of Yichun. Now, the pension system in government public institutions will be implemented throughout the country in an all-around way. How to do well in the reform of the pension system under this background has become the major problem that it has to think over.so, the paper mainly focus on the research of the existing problems in operation of the urban worker’s pension insurance system in Yichun and put forward the corresponding policy and provide appropriate reference to related departments so as to do better in the related work of pension insurance system in the remote Yichun.This paper firstly has summarized the urban worker’s pension insurance system in Yichun from the perspective of diachronic and synchronic and analyze the differences of of the basic pension insurance system based on this between the multi-subject(including yichun organs, institutions and city-level). Then it has summarized the problems in operation of the basic endowment insurance system of Yichun based on this from the aspects of the system itself, the system transformation, the fund management and analyze the reasons of these problems from the policy- design, policy implementation, economic development and personal factors. Finally it put forward suggestions including complement urban worker’s endowment insurance mechanism, strengthening the government bear and establish multi-level endowment insurance system in order to make it works in urban worker’s endowment insurance system for the development of the body.
