Research On The Development Of Urban And Rural Minimum Living Security System In Shaanxi Province

The subsistence security system is the core and basis system in the social assistance system.It has made a better development, a deeper influence and a remarkable effect from its establishment till now. However, there exists a contradiction among the urban-rural division, the urban-rural co-ordination, and the new urbanization of rural development tendency, that’s the reason why we need an overall planning development for the urban-rural subsistence security system.First of all, this paper elaborates the development t history of the urban-rural subsistence security system in China, and makes an analysis on the urgency for an overall planning development for the urban-rural subsistence security system as well, combining with the main problem appeared in the current system. Secondly, a resume on the development history of the urban-rural subsistence security system in Shaanxi is given, meanwhile, a summarization on the system implementation effect and a comparison on the chief problems by the legal basis, security standards, capital investment, management system and additional benefits are provided. Finally, this paper also analyzes the feasibility of the urban-rural subsistence security system in Shaanxi at the angle of the practical experience in some other regions of China, the policy example of the development by the social security system else and the achievements in economic and social development in recent years in Shaanxi,with an aim to found a realization route of the overall planning development for the urban-rural subsistence security system based on the principle of the insisting on adaptation to local conditions, government led and the pilot first. To be specifically, a route concludes a gradually implementing on the determination of the minimum living standard by residence to realize the target coordination, a gradually narrowing the gap between urban and rural residents to realize the standard coordination, a breaking on the fund boundary between urban and rural areas to realize the capita coordination, an establishment on the information sharing platform to realize the management system coordination etcetera.
