In the 21 st century, Enterprises have more and more fierce competition. The core competition is talent. The core talent is fundamental power for enterprises development. How to retain good staff, how to retain the core talent, this problem is worth to think deeply for every human resource managers. The effect of the turnover management is directly influence of management efficiency, cost and future of the enterprise. In the modern human resources management system, turnover management as the last link.The domestic academia and enterprises are paid more and more great attention to it. The true of turnover management is not just to full in those forms, conduct exit interview, the most important is to retain talent who is the core competitive power for enterprise.The core link of turnover management is to reserve talents and prevent brain drain which can improve brand and competitive power of the enterprise.On October 2015,The fifth plenary session of the18 th Communist Party of China Central Committee hold in Beijing. The government plans to end its one-child per family policy and instead let families to have two children in China. The plan was announced after high-level political meetings in Beijing. China- the world’s most populous country- launched the one-child policy in 1980.This policy is an important change for all of family whom were given approval to have two children. The key point of this article is to research how to deal with the turnover management of the female employees in new bearing policy background. Undoubtedly, there has huge risk for Chinese company after the new bearing policy deployment.By means of case study for the L Group, the author hope to summary some method of remain the core talent for those large IT enterprises. To reduce the risk of female employees give up their existing positions to select birth her second child, especially for those core female staff. Which can lowering manpower cost, maximizing the use of human capital. Meanwhile, these methods can as reference to other domestic enterprises.
