There were multiple dedicated industrial development policies issued by Zhengzhou government in between 2008 to 2011. The government scrambled the opportunity of domestic industries transfer and created perspective and strategy on Foxconn’s giant, high scalable, high value-add industry.Followed the investment-attraction target, Zhengzhou government issued supportive policies of land and foundation to Foxconn. The alignment has been made eventually. Then, the policy which matters market support, supply chain support, human resources was issued. Under government’s efficient engagement, the Foxconn project launched successfully. Followed the good momentum, government-service-driven policy and action plan were executed by Zhengzhou government. The efficiency archived “Zhengzhou Speed”. Based on Foxconn’s establishment, Zhengzhou government upgraded the dedicated industrial development policy which would be targeting the supply chain potential, industry aggregation, upgrading of industrial structure. Finally, Zhengzhou achieved high economy growth and industrial structure upgrading.The industrial development policy is a huge system. Evaluation, root cause analysis, lesson learnt, action plan, execution are all needed. Zhengzhou needs to strengthen the policy evaluation system constantly, to set up long term goal and development strategy, to normalize and optimize the industrial policy, to improve modern infrastructure and human resource system, to push forward Zhengzhou’s overall development by “Industrial-City Blending”. What’s more, Zhengzhou still needs to keep the high efficiency in policy execution, to keep reforming to service-based government, to build a good environment for industry development, and constantly optimizing the region economy structure.
