Along with our country economy enters the new normal development period, the old economic system development pattern will change, in the old model of economic development in the process of change to the type of model, project consultation industry may face a variety of different problems, such as consulting price marketization problems, human resource cost increase and loss, mandatory supervision problem such as cancelled.In the new environment under the new system, X engineering consulting enterprises face the competition and management pattern will change, facing the new situation of development, how to seize the opportunity to design a new planning and development goals, to adapt to the new social and economic environment, is the company’s managers have to think about problems. In this paper, from the perspective of managers, internal and external environment of the X consulting enterprises on the basis of the analysis of, for X consulting enterprises suitable for their own development is of great importance to the strategic planning. This study seeks to consulting company in the future of X development and cultivation of sustainable competitive advantage, play an important role in guiding, and can be used for reference for the development of other similar enterprises.In this paper, the specific research contents are:1. From the enterprise facing the four political, economic, social and technical aspects of macro environment, industry competition environment to the enterprise has carried on the detailed analysis on the basis of consulting company faces of X external opportunities and challenges are summarized and induction.2. From the enterprise organization structure, resources and management ability and so on several aspects to the enterprise on the basis of the analysis of internal environment, internal advantage and disadvantage of the enterprise has carried on the induction and summary.3. On the X consulting firm on the basis of the analysis of inside and outside environment, by using SWOT analysis tool, put forward the strategic target of enterprise, the concrete planning and implementation way of the strategic objectives.4. Finally combining with X consulting company’s actual situation, put forward to promote the smooth realization of the strategic objectives of the key security measures, including the construction of a flexible organization structure, the formation of the corporate culture, innovation, cooperation, such as knowledge sharing mechanism of the construction of important strategic support system.
