An Analysis Of The Pareto Efficiency Of Cross - Border Tourism Cooperation Between China And Vietnam In The Strategy Of "One Way"

There are a growing number of researches on the Belt and Road strategy since the Chinese Government proposed it in 2013. Meanwhile, the construction of the strategy was put on the agenda by the relative provinces. The Sino Vietnamese border tourism cooperation is the case study of the regional tourism cooperation research. It is a positive exploration on the transnational tourism between the two country from the establishment of the cooperation zone to fluctuations in policy, the same as from models of cooperation to trend analysis. This paper evolves a new idea from the old mature experiences and try to investigate economic features on the Sino Vietnamese border tourism cooperation in the background of the Belt and Road strategy using an economic concept named Pareto efficiency. Furthermore, it also try to test and verify the maximal efficiency of cross-border tourism cooperation with economic modle and logical reasoning namely Pareto Optimality. There are four parts in the paper:In the first part, the paper begun with an analysis of the present major policy as well as the background, then focused on the Sino Vietnamese border tourism cooperation which was a hot spot in the research of regional tourism cooperation and proposed the topic through defining conceptions, seeking literatures and referencing theory applications. These work aimed to provide the theory support for the Pareto efficiency of regional tourism cooperation. This part is divided to two chapters, namely the introduction, the literature review and relevant theoretical framework.In the second part, the paper proposed new thinking and new development direction in the background of the Belt and Road strategy through the historical description of the process of cross border tourism cooperation of the two countries. This part plays a vital role in the article, including the third chapter(The Sino Vietnamese border tourism cooperation under the Belt and Road strategy).The third part includes the fourth chapter and the fifth chapter, is the core content of this article. In the chapter four,this paper respectively relate and analyze four subjects of cross-border tourism cooperation between Chinese and Vietnamese,including: the governments policy comparison, the cooperation and competition of tourism enterprises,the economic status of the border residents, the statistical analysis of border tourists,followed by the fifth chapter,to construct t theory of Pareto optimality of each subject,according to the regional tourism cooperation economic nature and each subject’s characteristics, combined with the the relevant statistics and related conditions in fourth chapter to verify the Pareto optimal, Finally to make recommendations and Pareto improvement methods of cross-border tourism cooperation between Chinese and Vietnamese.The fourth part summarizes the full text in the sixth chapter. It draw the conclusion of this paper, clarify the innovation points of the study and points out the deficiencies of the text research and prospects for the relevant research.
