The "One Belt,One Road" strategy has created a good political economy for the development of cross-border e-commerce trade in China.China has introduced a number of "One Belt,One Road" related policies for the supervision of CBEC,including customs, inspection, tax and foreign exchange,so as to actively support the rapid development of CBEC and drive the progress of the logistics of the CBEC.Moreover, with the development of the logistics of the CBEC,local governments pay more and more attention to this. This is because the performance of the logistics of the regional CBEC directly affects the CBEC trade level and economic development in the region.Improving the performance of the logistics of the regional CBEC will help achieve the long-term goal of economic growth. However, the impact of the policy on the performance of regional cross-border e-commerce logistics has not been clarified in practice. In addition, from the research of relevant literatures,it is found that there are few studies on the impact mechanism, impact intensity and action trend of regional cross-border e-commerce logistics performance. There is an urgent need to discuss the research on the performance of the logistics of the regional CBEC on the "One Belt,One Road" policy. In this paper, the author studied the impact of the policy on the performance of the logistics of the CBEC appling the system dynamics simulation, and then taking Hangzhou as an example.Firstly, through the review and combing of relevant domestic and foreign literatures, comprehensive inductive analysis of relevant research results of "One Belt,One Road" policy and the performance of the logistics of the CBEC;secondly,it analyzes the "One Belt,One Road"policy from the aspects of customs clearance, taxation and payment, and builds an indicator system for the performance of the logistics of the regional CBEC.At the same time,it gives the"One Belt,One Road" policy to the performance of the logistics of the regional CBEC system.Mechanism of influence;then, taking Hangzhou as an example,it collects relevant data byHangzhou Statistical Yearbook,Hangzhou Post Administration website, etc.,and uses vensim software to analyze and process the data.Model verification, analysis and prediction, and sensitivity analysis are carried out.It is found that(1)The development of the logistics of the regional CBEC system is greatly affected by policies;(2)Each subsystem is very sensitive to changes in policy intensity;(3)the society performance subsystem is most sensitive to changes in policy intensity, followed by economic. The performance subsystem, and finally the environmental performance subsystem; Finally,On this basis, relevant proposals for regional CBEC logistics development are proposed to local governmentsThis paper constructs a simulation model of the impact of the "Belt and Road" policy on the performance of the logistics of the CBEC,and expands the impact of the "One Belt,One Road"policy on the performance of the logistics of the regional CBEC,and cross-border cross-border areas along the "Belt and Road" The development of e-commerce logistics provides advice.
