Research On China-Russia Cross-Border Tourism Cooperation Under The Background Of High-Quality Belt And Road Cooperation

Since 2019,the vision of the Belt and Road initiative has shifted to high-quality Belt and Road cooperation;how to effectively achieve high-quality Belt and Road cooperation has become a key research issue.In recent years,China-Russia cross-border tourism still has a large space for development,and it is in urgent need of recovery due to the impact of the epidemic after 2020.China’s economic structure is optimized and upgraded,while Russia’s ruble depreciates and needs to develop its economy,most China-Russia border areas need economic growth or transformation and upgrading;the development of ChinaRussia cross-border tourism can promote their economic development.High-quality Belt and Road cooperation and China-Russia tourism service trade can promote each other and develop together;moreover,the cooperation between China and Russia can effectively promote the development of China-Russia cross-border tourism,which can play a win-win role of "1+1>2".At the same time,there are few studies by former scholars on the combination of high-quality Belt and Road cooperation and China-Russia tourism,and in recent years,scholars have conducted relatively few and shallow researches on the further expansion of China-Russia cross-border tourism cooperation in a larger regional scope.This paper studies how to effectively carry out China-Russia cross-border tourism cooperation under the background of high-quality Belt and Road cooperation in a broader regional scope,which has theoretical significance to be in the forefront and realistic significance to keep up with the situation.Based on relevant theories,this paper firstly discusses the current situation of policy support,project construction and infrastructure construction of China-Russia crossborder tourism cooperation,the advantages of good geographical conditions,friendly bilateral relations and rich tourism resources of China-Russia cross-border tourism cooperation,as well as the necessity of China-Russia cross-border tourism cooperation under the background of high-quality Belt and Road cooperation.Secondly,it analyzes the combination of quantitative and qualitative characteristics of China-Russia crossborder tourism cooperation under the background of high-quality Belt and Road cooperation,the International Market Share Index(MS),Trade Competitive Advantage Index(TC),Revealed Comparative Advantage Index(RCA)and Revealed Competitive Advantage Index(CA)of China-Russia tourism service trade from 2012 to 2021 were calculated for quantitative analysis,and the Porter Diamond model was used for qualitative analysis;based on quantitative and qualitative analysis,it is concluded that China-Russia cross-border tourism cooperation under the background of high-quality Belt and Road cooperation has better competitive advantages and higher potential level.Again,it analyzes a series of constraints on China-Russia cross-border tourism cooperation under the background of high-quality Belt and Road cooperation in four aspects,politics and policy and economic environment,market construction,brand construction and product development,social security and cultural cognition.Finally,it gives a series of concrete countermeasures and suggestions for China-Russia cross-border tourism cooperation under the background of high-quality Belt and Road cooperation;that is to strengthen top-level design,build characteristic brands,improve policy openness,optimize the integration of cultural tourism resources,promote the in-depth upgrading of products and publicity,increase and improve the supply of talents in the market and the quality of talents service,improve the China-Russia cross-border tourism infrastructure system,establish and improve the market information sharing and supervision mechanism,establish and improve the tourism service guarantee mechanism and system,and develop the economies of cooperation areas,develop virtual tourism,develop medical tourism.
