Under the condition of the reality, facing the worsening of the earth’s ecological environment, the world is getting more and more importance to the sustainable use of energy conservation and emissions reduction and energy. So, contract energy management related theories and practical experience also arises at the historic moment, it has created a new market for human society development mechanism, to the energy conservation and emissions reduction work in facing the market barriers to provide effectively solve problem, at the same time can greatly improve the efficiency of energy conservation and emissions reduction work.In this paper, by studying the contract energy management in the company, the application of HL energy-saving services industry in our country to carry out the contract energy management difficulties and solution were analyzed, and explore suitable for China’s energy conservation service company for the development of contract energy management mode, hoping to perfect the contract energy management theory in Chinese practice to provide the reference and application. Paper first expounds the basic concepts and main characteristics of contract energy management, analyzes the energy-saving benefit sharing type, section energy guarantee, energy saving expenses managed three kind of contract energy management mode of operation, and the development situation of contract energy management at home and abroad are summarized. Second, ground source heat pump industry development in our country are analyzed, problems, basic risk characteristics, the traditional contract energy management mode in the current situation and problems of the application of ground source heat pump industry are summarized; Again, introduces the company’s basic situation and HL sewage-source heat pump case on the basis of the basic situation, the sewage-source heat pump project implementation of contract energy management of the HL company case has carried on the investigation and analysis, summarized the application case of contract energy management of the reaction and the main experience; Finally, based on the analysis of the HL company implementation of contract energy management, on the basis of the existing model, with reference to successful contract energy management mode at home and abroad, combined with the current situation of the development of the HL company, and the characteristics of the product and service, puts forward the HL company of the process of contract energy management mode, and the problems in the operation of and coping strategies were discussed, finally the HL company implementation of contract energy management mode of the new ideas are discussed in this paper.
