Manufacturing is a leading force in the national economy, and plays a major role in the national economy. With the continuous development of reform and opening-up and economic globalization, China’s manufacturing industry has achieved great success, but also faces many problems to be solved, the urgent demand is to obtain manufacturing industry upgrade from the " big manufacturing country" to " powerful manufacturing country". In this conversion, more and more enterprises are facing unprecedented pressure, but also more and more pay attention to the improvement of management and efficiency. As procurement department is the main cost control department, it is imperative to enhance management improvement. Compared with the production material procurement, complete research and practice has been experienced, the non-production material procurement also needs to be improved in practice and theory, to improve the enterprise’s efficiency and reduce the operating costs.Because of the variety of non-production material procurement and the quantity of suppliers, the contents of the work are numerous and complex, the degree of the systematic is lower, the management and control is difficult, which is very easy to lead to cost increase and management inefficiency. In this paper, the author selected BAIC Zhenjiang Company as the research object, introduces the non-production purchasing characteristics and management difficulties, to describe the current situation of non-production purchasing management. On the basis of this, the paper analyzes the problems existing in the non-production purchasing management. From the perspective of the knowledge and theory of MBA, the author analyzes the causes of the problems and proposes and implements improvement measures on below three aspects:delayed on time delivery, the imbalance between the purchase cost saving and the delivery quality, and the weak supplier performance management system.After running a period of improvement, the operation of non-production purchasing currently can meet the basic requirements from headquarters.These requirements are the principle of internal control, open and transparent, fair competition, fair and honest credit principle.The performance of Non-production purchasing also achieve that price is lower than the market average price, purchasing efficiency is higher, quality and service is acceptable.During the project comprehensive construction period, the arrival rate and the quality of purchased products meet the requirements of the project. BAIC Zhenjiang Ltd is newly built scale vehicle manufacturing enterprises, during the paper writing period, the company is in the overall construction period, the optimization ideas of the non-production purchasing management is based on actual problems, improvement measures has been the rapidly implemented and achieved good results.It also has a positive reference value for other same types of non-production material purchasing management.
