A Study On The Policy Diffusion Mechanism In The New Rural Pension Insurance

In the context of a more and more complicated social environment,a policy must be piloted in multiple places and then it can be promoted in a larger scope. This test-promote policy execution mode is similar to western policy diffusion theory. With the changing policy environment and diverse policy objects, policy piloting and diffusion has great significance for the policy science.To combine western policy diffusion research and policy experiment research in our country can sublimate research of our country’s policy experiment from a theoretical perspective. And it can also form the Chinese-style policy diffusion theory with Chinese native characteristics.In order to study the policy experiment and diffusion in a better way, this essay chooses the national policy of new rural endowment insurance,which involves a wide range and varied pilot patterns. And the case study focuses on new rural endowment insurance mode in Su Zhou to make a research about the policy diffusion mechanism. Documentary research, interviews, case analysis and other research methods are used in this paper. The main ideas of public choice theory and promotion Championship in this paper are used to analyze the formation process of new rural endowment insurance and the formation process of new rural endowment insurance in Suzhou.The author holds that there is a horizontal driving force consists of learning and competition,and a vertical driving force composed of pressure and demands. And with the guidance of the policy environment, two forces driving the policy from experiment to diffusion.With the topic of diffusion in the process of the experiment of rural endowment insurance policy, this paper is divided into three parts. The first part mainly includes the first chapter and the second chapter, combining the theory of literature at home and abroad. The author reviews the current research literature and raises the research question. This part is a transition from theoretical study to a case study. The second part mainly includes the third chapter, the fourth chapter and the fifth chapter. The third chapter is the descriptive analysis of formation process of rural endowment insurance policy of China, revealing the diffusion phenomenon in the process of policy. The fourth chapter makes a analysis of policy diffusion phenomenon in the process of rural endowment insurance policy, finding the relationship between the policy experiment and policy diffusion. In the fifth chapter, the author introduces the "Su Zhou model" of the new rural endowment insurance as a case study to verify the policy diffusion mechanism of vertical and horizontal drive. The third part is chapter six, summarizing the full text with clear conclusion and deepening the theme, and finally putting forward reflection on policy diffusion mechanism.
