Along with the integrated development of the global economy, the market is continues subdivision, competition among enterprises is keeping growing, at the same time the following market pattern total changes from the "arrange the Sales according the Production " to " arrange the Production according the Sales ", Make to order, customized has gradually become the mainstream model. Now the price and quality isn’t the sole measure for the purchasing decisions, on time delivery, quick respond for the product updating, perfect service etc. has become the first choice of partner selection. In the period of market increasing segmentation, global market fierce competition, the vagaries of the market environment and the low-profit, if the companies want to remain invincible, must based on the construction of advanced information technology, consider about how to reduce operating costs, and how better to cultivate their core competence.As for the manufacturing enterprises, management is the key for reduce their operating costs and cultivate the core competitiveness, and primary task of management is the production planning. The reasonable production plan is through the rational planning of resources and logistics, improve the utilize rate of resource, shorten the manufacturing cycle time, reduce the WIP, decrease inventory and achieve flexible production at low cost and high efficiency. Meanwhile, the production plan is in the core of enterprise production and management.if want to improve the business performance and maximize the profits in a highly competitive and complex market, optimize the management of the production plan is imperative. However, the bottleneck process always exist since of the enterprise resource constraints, according to the principle of TOC, To ensure the multiple target such as smooth production and on delivery time, improve the production plan of bottlenecks process is the first step. In most corporate, planners always depend on the experience to identity the actual bottlenecks and make production plans, and doesn’t consider deeply for the process bottlenecks, causing the unreasonable master production planning, and the production scheduling always in mass caused by the bottlenecks process.In this paper, Firstly, the main company features, the theory of production planning management and the method of production planning making process were reviewed; Secondly, using the operations management concept analysis and find the root cause of its operation crux; Finally, support with TOC bottleneck theory reform the original production plan management system establish the new operating model for master production plan and production scheduling, then using the KPI assessment method to supervise the operation system, achieve the purpose of continuous improvement.
