Study On Problems And Countermeasures Of Food Security In Ningxia

Food is an important material basis for human survival and development of society. Food shortages are caused famine, social unrest and regional conflicts worldwide. So food safety is very important theoretical and practical issues, which has always been concerned by the international and domestic community. China has a large population and the per capita hold of agricultural resources lower than world average. Since the new period, food security is becoming a major strategic issue to protect national economic development, social stability and national security. At the same time, regional food security is becoming the focus of attention. Ningxia is located in the northwest of China. In recent years, food production and marketing is being maintenance "tight balance" situation. But with the continuous economic and social development, food security is facing many new challenges. Such as, the limited arable land, the weak grain distribution infrastructure, imbalances of planting and reserve, consumer demand changes, and grain quality and safety risks increasing and so on. The paper used the analysis methods of theory and practice, qualitative and quantitative, combined with related concepts of food security and China’s national strategy, to find the problems of food production, distribution, storage, consumption and food quality and safety of Ningxia. On this basis, offer a proposal and put forward policy recommendations to protect Ningxia food security.The paper is divided into five parts. The introduction describes the background, methods and ideas of this research on the importance and necessity of food security issues from the political and economic development perspective. The second part describes the concept and connotation of food and food security, and explains the relationship between China food security strategy and the regional food security. The third part describes the major natural factors, which affect the Ningxia food security, and analyzed the regional characteristics of Ningxia food security. The fourth part systematic analysis of Ningxia food production from planting, market liquidity, reserve and regulation, consumption structure and other aspects of quality and safety, summarizes the specific issues which affect food security in Ningxia. The fifth part for the problems identified, offered the specific suggestions for ensure regional food security, namely:to increase production capacity, stabilize grain production, to improve infrastructure, to stimulate grain circulation market vitality, and improve grain reserves and early warning system to improve crisis prevention and control capabilities, advocating saving food to lead healthy consumption, depth distribution of food quality supervision, to prevent the quality and safety risks.
