Research On The Influence Of Human Capital Structure On The Industrialization Of Innovation Achievements

With the acceleration of globalization, the global flow trend of human capital,information, technology and other factors becomes more and more common,while innovation is the key factor for a country to stand in the world community,especially under the background of the new normal economy, there is downward pressure during the operation and rapid economic growth, innovation drive will become the important way to enhance the quality of the economy and to optimize the industrial structure instead of the elements drive and investment drive in our country.In the "tenth five-year plan" period, our country had put forward to that for the national goal of strategic adjustment of economic structure, we must improve technology innovation ability continuously, strengthen technological innovation,develop high-tech, achieve industrialization,promote social productivity qualitative leap forward. And the effect of human capital in economic growth include scale effect and structure effect, when certain levels of human capital stock, human capital structure optimization will promote economic growth. Previous scholars simply equate human capital effect with human capital scale effect, lead to underestimate the role of human capital.This article aims at to study the influence factors of industrialization of innovation achievement from the perspective of human capital structure.This paper researches the innovation achievement industrialization of China’s 31provinces(except Hong Kong, Macao and Taiwan),adopts the method of combining the qualitative and quantitative.In the the qualitative part,we analyze the innovative industrial system, the structure of the human capital concept, and the general situation of the innovation achievement industrialization in the 31 provinces and cities, and introduce the situation of human capital, Industry innovation system in our country,also analyze the operation mechanism of human capital in the process of innovation achievement industrialization. Through qualitative analysis in chapter 3, we conclude that education, health capital,technology,entrepreneurs capital are positive roles in promoting innovation achievement industrialization. In the fourth chapter, we adopt spatial measurement further for qualitative analysis of this four factors, considering the mutual influence between the adjacent area, the study researched 31 provinces’ innovation achievement industrialization index and structure of human capital data(2008-2013) in the matter of OSL, SEM, SLM, the results of the study display that technology capital is the most significant effect on innovation achievement industrialization, health and high-quality talents in colleges and universities for innovation was not significant, entrepreneur capital is one of the important factors affecting the innovation achievement industrialization, but is limited by the institutional factors, China’s entrepreneurs capital in the process of innovation achievement industrialization does not give full play to the role. Finally on the basis of the research above,learning form the advanced experience of human capital accumulation in innovation system from India, the United States, Germany, and Japan, we put forward some optimization policy Suggestions for our country ’ s innovation system.
