Research On Technology Efficiency Evaluation And Optimization Strategy Of High - Tech Industry In Guangdong Province

The 21 st century is a high-tech era. At present, the global consumption demand gradually shows diversified characteristics. To effectively adapt to the change of consumption demand and copy with various opportunities and challenges after China’s participation in WTO, it is an urgent development strategy for China and Guangdong Province to enlarge the construction of high-tech industry and greatly advocate key technology innovation.Firstly, this paper gives systematic introduction on high-tech efficiency and basic theoretical knowledge of the relevant industries. Then, the paper starts from the development scale of high-tech industry in Guangdong Province to summarize the achievements the Guangdong Province makes. Meanwhile, the paper also finds out a series of problems existing in the development. Based on the current index system for efficiency evaluation and the system construction principle, an evaluation system for the technical efficiency of Guangdong high-tech industry is successfully built up in this paper. In view of each index in the system, the paper collects the original data and then uses SFA method and DEA method to successfully achieved the evaluation on the technical efficiency of Guangdong high-tech industry. The calculating results show that the technical efficiency of Guangdong high-tech industry is in the status of imbalanced regional development, which needs to have further relevant strategy to realize optimal allocation of resources, and meanwhile relevant optimized adjustment scheme also needs to be proposed. Finally, in view of the existing problems and empirical research results of Guangdong high-tech development, the paper proposes several strategies and suggestions.There are mainly two innovation points in this paper. The first innovation point is research perspective. The domestic researchers mainly study the domestic high-tech industry and local high-tech industry, and hardly do researchers study the technical efficiency of a local high-tech industry from an appropriate perspective. However, this paper does research on the technical efficiency of Guangdong high-tech industry to analyze the development of Guangdong high-tech innovation at the present stage froma new perspective. The efficiency evaluation on regional high-tech development is a further extension for the research on this aspect. The second innovation point is research method. This paper uses parametric method of SFA and non-parametric method of DEA. Instead of using the single model, this paper combines these two models to analyze to make the result more accurate. This research method has reference meaning for the technical efficiency evaluation on high-tech industry. This paper also has the deficiency. Due to the missing database of Guangdong science and technology and other objective reasons, the domestic researchers mainly use similar data to do efficiency evaluation. This paper also uses the survey data index from science and technology statistical yearbook of Guangdong Province to evaluate the technical efficiency of Guangdong high-tech industry, which has no breakthrough point in the construction of index system.
