With the Reform and opening up and "863" plan, China’s high-tech technology industries developed rapidly. The size and the level of national high-techindustry, determine the level of economic development, and product of the country’s competitiveness in the international market, and even determine the economic and social future. High-tech industries with industries associated with high, low energy dependence, marketpotential, high technical level, low pollution levels,and high value-added is the refore necessary to study the technical efficiency of the high-tech, thus reducing the input increase productivity, and ultimately improve the market competitiveness of high-tech industries.Based on Efficiency theory, from a regional perspective and the industrial point of view of Anhui Province high-tech industry technical efficiency, pure technical efficiency,scale efficiency and its changes were analyzed,and finally according to the empirical resultsof AnhuiProvince highthe development of the technologyindustry has made policy recomedations. The results show that the technical efficiency of high-tech industries in Anhui Province since2005and2010, an upward trend, but the development process due to the irrational ratio of inputs and outputs, there are also wasteful of resources, the need to constantlyoptimize the allocation of resources, the introduction of new technology the innovation of existing technologies, leading to the technical efficiency is improved. From the five industries of Anhui Province high-techindustries, theproduction rate of the industry totalfactor increased. The total factor productivityof the manufacturing of medical equipment and instrumentation, higher technical efficiency of the manufacturing of medical equipment andinstrumentation, aerospace and aviation industry, electronics and communications equipment manufacturing, pharmaceutical manufacturing,computer and the technical efficiency of the office equipment industry is relatively low. The high-tech with high input, high-risk, high capital requirements, resulting in Anhui Province high-tech industry technical efficiency is not highoverall, due to technological innovation ability, lack of efficient use of resources,management and the system is not perfect.The main content of the consists of five parts.The first part is an introduction on the background, purpose and significance,and describes the research ideas and research methods. The main backgroundof this study is the high-tech industry has become increasingly prominent role in the national economy and the high-tech industrial development in Anhui Provinceis facing two big opportunities of Little City with a industries to relocate to theplanning of the demonstration zone Hop wu mussels comprehensive experimental zones for construction of independent innovation. The purpose of the study is that the empirical analysis of the technical efficiency of the high-tech industries in Anhui Province, and its development to make policy recommendations. For this purpose, this study is mainly quantitative analysis, qualitative analysis of secondary research methods to analyze.The second part is mainly to sort out and analyze the high-tech, high-tech industries, high-tech industry technical efficiency Current Theories of, and findvaluable research points to laid a theoretical foundation for the following to analyze. Literature review found that the current exploration of the technical efficiency of the Anhui Province high-tech industries is relatively small, and therefore also has some innovative research in this area.The third part is a theoretical review. In this section, the main parametersMeasurement Methods and non-parametric measure of the efficiency ofdevelopment of the theory and normative analysis and technical efficiency.The fourth part of the main contents of the study design and model. This part of the selection, evaluation of high-tech and lay the foundation for the quantitative analysis below. Also selected a high-tech industry technical efficiency DEA Model.The fifth part is the core of this paper. Using the icon of comparative analysis in this section, correlation analysis and DEA. a variety of empirical analysis, Anhui Province high-tech industry technical efficiency of the country are compared and analyzed, and Anhui Province high-tech five industries were technical efficiency evaluation, the final results of the empirical studies made the interpretation, making the analysis more complete.The sixth part is to summarize the results of this study and some suggestions on how to improve the technical efficiency of the high-tech industries in AnhuiProvince, also pointed out the inadequacies of the study, and future prospect.
