| The promotion of industrial energy efficiency needs to carry out effective environmental regulation policies.The rationality of the environmental regulation variables needs to be tested,and the total factor productivity is urgently needed in the "13th Five-Year" period.Therefore,it is of great theoretical and practical significance to study the mechanism of heterogeneous environmental regulation tools for the ecological total factor energy efficiency of industrial in China.The main results of this paper are as follows:First,the three types of environmental regulation intensity of "command control","economic incentive" and "voluntary consciousness" are calculated by the extreme value entropy method.The results showed that the overall national environmental regulation intensity in the "11th Five-Year" period was higher than that of the "10th Five-Year" period,while the "12th Five-Year" period was relatively lower.Among them,the "command control" and "economic incentive" environmental regulation intensity decreased in the "12th Five-Year" period,while the "voluntary consciousness" environmental regulation intensity increased.And the three types of environmental regulation intensity are decreasing from the east to the West.Secondly,using the super efficiency SBM model to calculate the ecological total factor energy efficiency of the provincial industrial sector.The results show that China's industrial energy efficiency has been in the DEA ineffective level.The "11th Five-Year" period of industrial energy efficiency decreased compared to the period of "10th Five-Year",while the period of "12th Five-Year" rose relatively.The eastern region has a downward trend in industrial energy efficiency.The central region has declined in the "11th Five-Year" period,while the "12th Five-Year" period has picked up,and the industrial energy efficiency in the western region is on the rise.The industrial energy efficiency also showed the characteristics of decreasing from east to west,but the growth of the western region was obvious.After 2008,the western region exceeded the central region.Thirdly,the Tobit regression model is established to test the impact mechanism of three kinds of environmental regulations on industrial energy efficiency.The results show that the tool and spatial heterogeneity of environmental regulation tools are obvious.On the whole,the "command control" environmental regulation has significant negative impact on the industrial energy efficiency;the "economic incentive" has significant positive impact,while the "voluntary consciousness" has no significant negative impact.Continue to examine regional differences,found "command control" environmental regulation has negative influence on the three regions,but only the eastern region through the significant inspection;"economic incentive" has positive effect on the three regions;"voluntary consciousness" has positive impact on the eastern and western regions,and has negative impact on the central region,but don't pass the test of significance.Then,the threshold regression model is established to test the threshold effect between the three types of environmental regulation and industrial energy efficiency.The results show that the nonlinear characteristics between the two are verified,andthere are optimal environment regulation intervals.On the whole,"command control" environmental regulation and industrial energy efficiency show the characteristic of inverted "U";"economic incentive" and industrial energy efficiency show the characteristic of "U";"voluntary consciousness" and industrial energy efficiency show the characteristic of "N".Continue to examine regional differences,found three types of environmental regulation in the eastern and western regions have optimal regulation intervals;the central region of "command control" and "voluntary consciousness" environmental regulation don't exist appropriate interval,but "economic incentives" environmental regulation has optimal interval.Finally,this paper further puts relevant policy recommendations.China should strive to form the environmental regulation system of government,enterprise and public participation;further promote the new industrialization process to improve the ecological energy efficiency of industrial;improve the ecological energy efficiency of industrial in the central and western regions to achieve coordinated regional development;pay attention to regional differences,choose scientific and moderate environmental regulation tools. |
