| Shunyi District has a long history of industry transformation and upgrading, from the traditional agricultural area, to the developed industrial area and then to the modern service industry area. The region has made a great achievement on that. The existing major pillar industry has entered a mature stage while facing development bottleneck of different degrees. At the same time, external environment for the development of the region is undergoing profound changes. For example, city function orientation of Beijing. The economy of Shunyi is facing very urgent upgrade needs.This paper summarized the domestic and worldwide theories of industry transformation and upgrading, and recalled the strategy of Shunyi on promoting industry upgrading and transformation from Eighth Five-Year Plan period to the 12 th Five Year Plan period. Meanwhile, it summed up the effectiveness of the work, and pointed out the current problems of the industry structure. Moreover, it analyzed several regions’ Experience on industry transformation and upgrading, such as Taiwan, Hong Kong and Shenzhen. On the basis of these, Several measures to enhance the industrial restructuring and upgrading are figured out in this paper, which include developing scientific and technological innovation industries, establishing enterprise headquarters and settlement enterprises, integrating airport economic resources, building the city of Airlines, and promoting balanced regional economic coordination. The author aims to present a reference for Shunyi to achieve sustained, healthy and rapid development.Based on the case study of Shunyi district, this paper attempts to make several general recommendations. This paper argues that in order to promote the regional industrial restructuring and upgrading, the local government has to set up development perspective, taking fully consideration of the regional location and economic situation, dare to self-denial, and have the courage to promote reforms in prosperity and development. What is more, it should make full use of regional advantages of resources, seek a high degree of integration with the industry as a pillar industry of the region, thus the formation of localized economic and agglomeration effects. They should take technological innovation as the fundamental way to improve industrial efficiency, use the innovation to seize development opportunities. It should do everything possible to upstream industry up in the value chain, and regarded it as key decisions of the regional economic position in the global division of labor. It should concentrate superior resources of the region by increasing the efficiency of resource usage and administration, and promote regional development.
