Contemporary social organization is not a single management model。 It doesn’t only use a particular management theory or management method, but also apply a variety of integrated management idea to promote organizational development. After reforming and opening, the level of human resource is improved rapidly in our country and the level of education of employees is improved constantly. Cultural awareness of members quickly awaked.Under the traditional system management, more and more people called for this care. Organizational culture was more widely used, even cultural omnipotence of some organizations appeared. Organizational culture and organizational system as the two typical management philosophy and style of modern organizational management are the indispensable objectives to achieve organizational management. But over the years, academic and management community generally tend to study organizational performance unilaterally,from the angle of organizational culture or organizational system. In the practical application,the binary separation phenomenon abound. In the era of knowledge economy, information rapidly transfered,whatever organizations or public sector organizations need change rapidly. China is currently in the historical period of socio-economic and political transformation, the environment of organizations is uncertain. Exploring the active role of combination of organizational culture and organizational system not only can deepen our management philosophy of the two understanding but also can analyze the relationship between organizational culture and organizational systems from a different angle. The combination 0f the two management philosophy in management activities help us use flexibly different management theories in management practice and enhance management effectiveness to achieve the objectives of management better.In this paper, after elaborate organizational culture and system concepts and theoretical basis, I define the concept of organization, organizational culture and organizational system. After selecting government organizations, hospitals, community organizations and businesses tissue type as the research objects, I set forth some symptoms of binary separation of organizational culture and organizational system in the organizational activities and analyze the reasons. On the base of summarizing the previous theoretical study of organizational culture and organizational system,I analyze the relationship between organizational culture and organizational system.The organizational culture and organizational system are both interrelated and mutually distinct entity.I select the Shanghai Industrial and Commercial administrative Bureau, Government Offices Administration of Chengdu, Beijing Ditan hospital, Beijing Union Medical College hospital, Yangpu District, Shanghai Yanji community, Chaoyang District, Beijing Wangjing Maizidian communities, the Agricultural Bank of China, Datang Telecom Technology Group, Huawei, Alibaba, Haier and other organizations as cases. The integration of organizational culture and organizational system is help for organizational management. Through case verification testify the theoretical analysis. ultimately I design the paths of integration between organizational culture and organizational management.
