A Study On The Functions Of Local Governments In The Transformation Of Scientific And Technological Achievements

The transformation of scientific and technological achievements is an important means to improve the national independent innovation ability, realize the combination of science and technology and economic and social development, implement innovation driven development strategy, as well as new and high technology industrialization. The transformation of scientific and technological achievements is the fundamental way to accelerate the economic and social development, accelerate the improvement of people’s living standards and enhance the comprehensive national strength. Since the reform and opening up, China’s science and technology have been greatly developed in the support of national policies, scientific research fruits, the amount of patent applications increased significantly. However, due to various reasons, the transformation rate of scientific and technological achievements is low, the contribution rate of scientific and technological development to economic construction is not high, and the social benefits are not good. At the same time, China’s market economic development started late, the social credit system has not been established, the relationship between the government and the market has not straightened out; at the same time, China’s social organization is not perfect, and the role of non-governmental organizations in the transformation of scientific and technological achievements into play. In such an environment, the market and the social transformation of scientific and technological achievements is very weak. Therefore, we need to transform the government functions, so that the government to support the transformation of scientific and technological achievements into a non market power.
